About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration is seeking a Service-Disabled Veteran-Owned Small Business (SDVOSB) contractor to establish and operate a Capitated Community Based Outpatient Clinic (CBOC) in Kosciusko, Attala County, Mississippi. The CBOC will serve an estimated 18,267 veterans and provide primary care services, including medical and mental health care delivered both on-site and via telehealth. The proposed contract is a five-year Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) agreement scheduled to run from April 1, 2025, to March 31, 2030, with individual task orders issued annually. The solicitation, classified under NAICS code 621498 with a size standard of $25.5 million, is expected to be issued around October 15, 2024, and will remain open for three to four weeks. Potential offerors must be registered in the System for Award Management (SAM) and complete electronic annual representations and certifications.

The contract is specifically set aside for Service-Disabled Veteran-Owned Small Businesses that are certified in the Veteran Small Business Certification (VetCert) database. The CBOC must be located within the city limits of Kosciusko and possess the necessary professional medical staff, diagnostic testing capabilities, and referral arrangements to ensure comprehensive healthcare continuity. While the exact contract value is not specified, the per-member/per-month capitation model suggests a potentially significant financial opportunity for the selected contractor. The clinic will be associated with the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi, which will serve as the parent facility. Although mental health services will be provided by the VA, the selected contractor will be responsible for delivering primary care services and supporting infrastructure for approximately 2,120 primary care patients.
