About this opportunity
The Department of the Air Force Global Strike Command is conducting a source sought for PVC roofing replacement services at F.E. Warren Air Force Base in Cheyenne, Wyoming, covering six buildings with a total scope of approximately 224,000 square feet. The agency is seeking responses from qualified roofing contractors to gauge industry capacity and capability prior to formal solicitation. Key requirements include demonstrating the ability to complete all six building roofs within a 365-calendar-day timeline, either simultaneously or with a constraint of working on only two roofs at a time, and providing evidence of prior roofing or construction experience at F.E. Warren AFB since February 2020. Contractors must clarify their subcontracting approach, confirm flexibility in building completion sequencing based on base priorities, provide their CAGE Code, and identify small business status if applicable. The source sought response deadline is February 18, 2026, with all responses directed to Andrea McCurry (andrea.mccurry@us.af.mil) and Sydney Malcolm (sydney.malcolm@us.af.mil).
This pre-solicitation notice includes no set-aside designations and does not identify any current or incumbent contractors. The roofing systems are based on Sika 96 mil fully adhered white PVC membrane specifications with polyisocyanurate insulation, gypsum cover board, and vapor barriers, with alternative systems from Garland Company and Versico potentially acceptable if meeting project requirements. All roofing systems must include 20-year "Edge to Edge, no dollar limit" manufacturer warranties covering 3-inch diameter hail and 120 mile-per-hour winds, with work commencing within 10 business days of Notice to Proceed and a 180-day performance period for individual building projects. Specific building roof areas include Building 1284 at 158,541 square feet and Buildings 325, 34, 332, 1292, and 1164 totaling 65,576 square feet. The estimated project budget has not been disclosed in this pre-solicitation notice, and contractors are required to comply with UFC 3-110-03 roofing standards, International Building Code requirements, and F.E. Warren AFB Installation Facilities Standards.
