About this opportunity

The Bureau of Land Management seeks procurement and delivery of 3,000 tons of alfalfa hay to the Palomino Valley Wild Horse and Burro Center in Reno, Nevada, with quotations due August 10, 2026. This is a total small business set-aside; the government file indicates it is set aside for Women-Owned Small Business (WOSB), foreclosing competition outside that pool.

Place of performance is Reno, Nevada. The alfalfa hay must be 2026 second crop or equivalent, domestically grown, and meet specifications including 75% minimum alfalfa content with no more than 25% grasses per bale, crude protein levels between 12% and 18%, and relative feed value between 130 and 170. Bales must be supplied in either large format (800–2,000 pounds in 4'x4'x8' or 3'x4'x8' dimensions) or small format (100–140 pounds), cut with a crimper and secured with rat and rot-proof twine. The contractor must deliver, unload, and stack all hay at the PVC facility using a hay squeeze; all pricing includes delivery and labor.

Three separate deliveries are required: 1,000 tons between October 1–December 31, 2026; 1,000 tons between March 1–April 17, 2027; and 1,000 tons between May 18–June 18, 2027. The NAICS code is 111940, Hay Farming, with a size standard of $2.5 million. Award will be made on a Lowest Priced Technically Acceptable basis, contingent on the contractor's certification that the hay meets all specifications and delivery requirements.
