The Coast Guard anticipates a firm-fixed-price purchase order on a sole-source basis to General Electric Company, Inc. (CAGE 99207), and the requirement is marked restricted. The Set Aside line reads "No Set-Aside Used," and the NAICS code is 336413, with a small business size standard of 1,250 employees.
Place of performance is Elizabeth City, North Carolina 27909, and the Terms and Conditions summary states delivery within 90 days after receipt of order, with early and partial deliveries accepted. The item must have documented traceability to the OEM, General Electric, including documentation showing GE authorized-distributor status. The contractor must furnish a Certificate of Conformance under FAR 52.246-15 in the clause-specified format. The procurement is issued as a commercial item under FAR subpart 12.201 as implemented by the Revolutionary FAR Overhaul. The Coast Guard states that no drawings, specifications, or schematics are available from the agency.
The sole-source justification cites "Only One Source Is Available" under FAR 12.102(a) and Class Deviation 25-21 Rev. 1, based on GE's proprietary data and exclusive rights to the technical data needed to manufacture the parts. Evaluation criteria, as summarized from the Terms and Conditions attachment, are technical acceptability (acceptable or unacceptable), price, and delivery or lead time, with no weighting stated. Offers must remain firm for 60 calendar days from the receipt date. Invoicing occurs only after a fully executed purchase order and confirmation of active SAM registration.
