About this opportunity

The U.S. Coast Guard is seeking to procure 5 units of solenoid valves (Part Number 4950240-1, NSN 4810-01-473-4274) for the HC-C27J aircraft through Solicitation Number 70Z03825QW0000085. This combined synopsis/solicitation follows FAR subpart 12.6 and part 13 format and requests quotations for commercial items with clear traceability to the Original Equipment Manufacturer, Hamilton Sundstrand Corporation (Cage Code 99167). Contractors must provide a Certificate of Conformance in accordance with FAR clause 52.246-15, along with necessary certification including traceability documentation, manufacturer's COC, and their own certificate of conformance. The procurement is unrestricted and open to all responsible sources, with evaluation anticipated to result in a firm-fixed price purchase order awarded on a competitive basis. Quotations are due by June 19, 2025 at 4:00 PM EST, with the point of contact being Allison.T.Meads@uscg.mil.

This procurement operates under NAICS code 336413 with a small business size standard of 1,250 employees and has no set-aside designation, making it unrestricted competition. No incumbent contractors are identified in the solicitation notice. While no specific contract value is disclosed, the requirement is for a relatively small quantity of 5 solenoid valve units, suggesting a lower-value procurement typical of aircraft parts replacement. The place of performance is Elizabeth City, North Carolina 27909, and contractors must quote using either F.O.B. Destination or F.O.B. Origin shipping terms, with Ex Works or Incoterms 2020 terms explicitly prohibited. The solicitation allows for OEM-approved alternate parts that meet all form, fit, and function requirements of the original specifications, though no drawings or specifications are available from the agency.
