About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center seeks 30 valve assemblies (NSN 4810-01-603-7348, OEM part KS355) through a brand-name sole source Request for Quotation, with quotes due November 12, 2026 at 12 p.m. Eastern. The notice names OEM Twin Disc Inc. as the source, and any vendor quoting must supply OEM parts, because the Coast Guard will not furnish proprietary information, manufacturing drawings, specifications, or other technical data. The set-aside is Total Small Business under NAICS 336611 (size standard 1000 PPL) and PSC 4810, Valves, Powered.
Delivery of all 30 units is due December 18, 2026 to USCG Yard, 2401 Hawkins Point Road, Bldg 88, Baltimore, MD 21226, priced FOB Destination. The Coast Guard intends a firm-fixed-price commercial-item contract under FAR Part 12 procedures. Offerors must be registered in SAM and submit their SAM ID and Tax Information Number with their offer. The unit and total price fields are blank, and no evaluation criteria are stated.
The justification for other than full and open competition, cited under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 and signed in October 2026, states the valve supports currently installed parts on 45-foot Rigid Boat Modules. It further states that manufacturing substitutes without OEM parts, drawings, and test procedures could cause major mission degradation. The contracting officer determined fair and reasonable pricing through market research and comparison with prior purchases. The justification places the estimated value between the micro-purchase threshold and the Simplified Acquisition Threshold.
