About this opportunity
U.S. Customs and Border Protection's Laboratories and Scientific Services intends to issue a purchase order on a sole-source basis to Orange Photonics for two LightLab 3 LE High Sensitivity Cannabis Analyzers, with interest-and-capability submissions due September 23, 2026, at 3:00 PM ET. This is a Total Small Business set-aside procurement.
The analyzers will support rapid screening and triage of drug seizures and potentially violative items in laboratory and field settings. Critical requirements include human-portable, self-contained design; cannabinoid detection and identification; relative dry-weight determination of detected cannabinoids; sample analysis in under 20 minutes; onboard data storage; and USB data transfer capability. The systems must operate without connection to computer networks or Internet-based systems.
Market research confirmed that the LightLab 3 LE is the only identified system meeting all CBP minimum requirements; competing products failed to meet one or more critical requirements related to cannabinoid detection, THC quantification, analytical precision, portability, battery life, or stand-alone operation.
Deliverables include two units, inside delivery, setup, initial software configuration, in-person training, hard-sided carrying cases, accessories, consumables for 200 analyses (100 per unit), and a two-year extended warranty. All setup and training must be completed within 30 to 60 calendar days after contract award. Interested parties must submit capability statements via email to wymeatric.l.lyons@cbp.dhs.gov. If no responses are received by the deadline, CBP will request a quotation from Orange Photonics and award accordingly.
