About this opportunity

The Library of Congress is seeking to procure ten Technics SP10R turntables, custom plinths, and SME M2-12R tonearms for its National Audiovisual Conservation Center Audio Lab. This procurement is designed to replace 25-year-old Simon Yorke turntables with a specialized audio equipment system specifically chosen for archival preservation purposes. The solicitation is a combined synopsis/Request for Quotes (RFQ) using a brand-name justification process, which means only the specified Technics equipment will be considered technically acceptable. The government will evaluate proposals on a low-price, technically acceptable basis, focusing on conformity with the detailed specifications outlined in the solicitation. Proposals must be submitted electronically to Contracting Officer James Robinson and Contract Specialist Brenda Kinlay by April 22, 2025, at 5:00 PM Eastern Time, with no third-party proposals being accepted.

The contract has no specific set-aside designation and will be a single-award firm-fixed-price contract with a base period from June 30, 2025, to June 29, 2026, and options for two additional one-year periods. The total contract duration will not exceed five years, with the potential to purchase an additional two turntable systems under an optional line item. The procurement includes comprehensive warranties: a three-year manufacturer warranty for turntables and plinths, and a ten-year warranty for the tonearms. The place of performance is within the United States, specifically at the Library of Congress's National Audiovisual Conservation Center. The solicitation falls under the Audio and Video Equipment Manufacturing NAICS category (33431) and the Sound Recording and Reproducing Equipment PSC category (5835), with a critical objective of preserving the Library's extensive analog disc collection using archival-grade equipment.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR part 5.2 – Synopsis of Proposed Contract Actions, FAR part 6.3 - Other Than Full and Open Competition (BRAND NAME JUSTIFICATION) and FAR part 13/13.5, Simplified Acquisition Procedures, with additional information included in this synopsis. This solicitation is issued as a Request for Quotes (RFQ).

The Library will evaluate the technical acceptability of goods and services for conformity with the specifications and requirements identified in this solicitation.

This combined synopsis/solicitation accomplishes the following:

  1. Notice of the Library’s intent to justify this requirement to the brand name listed herein;
  2. Synopsizing the requirements in accordance with the FAR; and
  3. Publicly posting the approved Brand-Name Justification and Approval (BNJ) to the public in advance of the contract award rather than after the award. As a result of this, a second posting of the BNJ is not required after the award has been made.
