About this opportunity
The Library of Congress is seeking to procure specialized audio equipment consisting of two Technics (Panasonic) SP10R turntables, two custom plinths compatible with 12" SME M2-12R tone arms, and two 12" SME M2-12R tone arms to replace existing 25-year-old Simon Yorke turntables at their Audio Lab. This procurement is being conducted as a brand-name only competition under FAR Part 6.3 due to the unique archival requirements of the National Audiovisual Conservation Center, with the Technics SP10R system identified as uniquely capable of fulfilling these specialized needs for preserving the Recorded Sound Collection. The solicitation is structured as a Request for Quotes (RFQ) using simplified acquisition procedures, requiring electronic proposal submission via email to Contracting Officer James Robinson and Contract Specialist Jacqueline Miller. The evaluation criteria will award the contract to the responsible offeror providing a technically acceptable proposal at the lowest price, with technical acceptability defined as providing the exact products specified in the Statement of Work. Originally due July 18, 2025 at 5:00 PM EDT, the deadline was extended by Amendment 1 to July 23, 2025 at 12:00 PM EDT.
This opportunity does not utilize any set-aside designations and represents a replacement of equipment from Simon Yorke, which appears to be the incumbent manufacturer of the current 25-year-old turntables being replaced. While the specific contract value is not disclosed, the procurement includes warranty provisions of three years for turntables and plinths and ten years for tone arms, indicating a significant investment in long-term archival equipment. The contract structure is firm-fixed-price with a base period running from September 20, 2025, to September 19, 2026, though the Library reserves the right to cancel if funds are not available. The place of performance is Washington, DC, specifically at the Library of Congress Audio Lab, where this specialized equipment will be used for critical preservation work on the nation's recorded sound collection. The procurement is limited to authorized resellers of the specified Technics and SME brand-name products, reflecting the highly specialized nature of archival audio equipment requirements.
