About this opportunity
The Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Marketing and Regulatory Programs Business Services seeks purchase of one Tenney Cevo-20S environmental test chamber, with capability statements due August 14, 2026. This is a small business set-aside acquisition under FAR Part 12 procedures that is not being conducted as a competitive solicitation; however, the government will consider capability statements from all responsible sources and reserves discretion to conduct a competitive procurement based on responses received.
Place of performance is Weatherby Lake, Missouri. The chamber will replace equipment from 1993 and must comply with technical requirements in NIST Handbook 44 and NCWM Publication 14 for grain moisture meters and near infrared grain protein analyzers. Specifications include 20 cubic-foot capacity, temperature range of −32°C to 180°C with ±1.0°C fluctuation, interior dimensions of 30 × 32 × 36 inches, air-cooled controller, 230/240V single-phase 60 Hz power at 32 amperes, Ethernet and RS485 communications, UL508A control panel, and two lead-in ports. The chamber must accommodate entire instruments within its interior space, preferably two simultaneously. Market research determined that alternative chambers either lack compatible replacement parts, exceed available laboratory space, or require 3-phase AC or 480V power not available at the facility.
Award will be made on a firm fixed-price basis to the single offeror providing the best overall value based on technical approach, price, and past performance. All offerors must submit pricing for all line items and provide supporting manufacturer documentation confirming the product is new and meets all delivery requirements. Delivery is required within 90 days of award to the Technical Services Division at Kansas City, Missouri. NAICS code is 334513; PSC is 6632. Questions and responses should be directed to Latisha Hollman at Latisha.A.Hollman@usda.gov.
Notice text
TPS LLC (UEI: EDN3VLXQVK55) using FAR Part 12 procedures. The purpose of this acquisition is to obtain a Tenny Cevo-20S environmental test chamber to replace the current Tenney environmental chamber. The Tenny Cevo-20S environmental test chamber meets all the specified requirements when compared to the current Tenney Model T20S-2.0. See the brand-source justification for further details.
A review of Thermal Product Solutions (TPS) replacement parts vendor for the current Tenney chamber resulted in no compatible parts for potential repairs. Other replacement options provide similar performance yet are too large for exterior dimensions to fit lab space. Additionally, testing requires that entire instruments fit within the interior space of the environmental chamber, preferably two at once for expedited testing. Further, other options require special power requirements that NGC does not possess (3-Phase AC power or 480V supply).
This notice is not a competitive solicitation. However, all responsible sources may submit a quotation or capability statement, which will be considered by the government. Any party that believes it can meet this requirement should provide a capability statement for the Government’s review.
A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be used only to determine whether a competitive procurement should be
conducted. The government will not be responsible for any costs incurred responding to this notice. A party may identify their interest and submit a capability statement by August 14, 2026. Responses, including questions regarding this presolicitation notice,
must be sent via email to Latisha Hollman at Latisha.A.Hollman@usda.gov.
