About this file

This is a Performance Work Statement (PWS) and Statement of Specifications for the procurement of a Tenney Cevo-20S environmental test chamber for the USDA's Federal Grain Inspection Service (FGIS) located at the National Grain Center in Kansas City, Missouri. The environmental chamber will support the Type Evaluation and Calibration (TEC) laboratory's National Type Evaluation Program (NTEP), which validates commercial grain analyzer instruments for measuring moisture content, protein content, oil content, and test weight per bushel on 15 prominent U.S. grains. The chamber is replacing equipment purchased in 1993 and must comply with technical requirements outlined in the National Institute of Standards and Technology Handbook 44 and the National Conference on Weights and Measures Publication 14. The procurement is being conducted using FAR Part 12 procedures through TPS LLC and is not a competitive solicitation; however, all responsible sources may submit capability statements by August 14, 2026, to Latisha.A.Hollman@usda.gov.

The specified Tenney Cevo-20S environmental test chamber must meet precise technical requirements including a 20 cubic-foot capacity with temperature range of -32°C to 180°C, temperature fluctuation of ±1.0°C, interior dimensions of 30" W x 32" D x 36" H, and air-cooled controller with Ethernet and RS485 communications. Additional specifications include UL508A control panel, TempGard temperature protection, two lead-in ports, leveling casters, one shelf, and electrical requirements of 230V/240V single-phase 60 Hz at 32 amperes with 40-amp fuse. The chamber design prioritizes accommodating entire grain analyzer instruments within the interior space, preferably two simultaneously, while fitting within the laboratory's physical constraints. The government determined that alternative environmental chambers either provide incompatible replacement parts, require space larger than available, or demand electrical infrastructure (3-phase or 480V) not present at the facility. Technical questions should be directed to Jeff Vanfossan at 816-702-3872 or Jeffrey.L.Vanfossan@usda.gov.

Statement of Specifications Purchase of Tenney Cevo-20S Environmental Test Chamber USDA, AMS, FGIS, Technology and Science Division

Background

The U.S. Department of Agriculture (USDA) operates a laboratory in a privately-owned building located at 10383 North Ambassador Drive in Kansas City, Missouri 64153. The building is known as the National Grain Center (NGC) and houses multiple laboratories operating under the Agricultural Marketing Service (AMS), Federal Grain Inspection Service (FGIS).

Type Evaluation and Calibration (TEC) laboratory operates the National Type Evaluation Program (NTEP) that is sponsored by the National Conference on Weights and Measures (NCWM). A partnership is maintained with NCWM that allows FGIS to serve as the testing/evaluation lab for all commercial instruments classified as “Grain Analyzers” to gain NTEP approval. These instruments are evaluated for their ability to measure moisture content, protein content, oil content, and test weight per bushel on the 15 most prominent grains produced in the US. The instrument models validated and certified through the NTEP program can be used to assess the market price of grain products legally traded on the US domestic market, within those states that mandate it. This requires testing submitted equipment at various specific environmental conditions. To do this, FGIS must use an environmental chamber.

Details of Supplies or Services:

The purpose of this procurement is to obtain a Tenny Cevo-20S environmental test chamber to replace the current Tenney environmental chamber which was purchased in 1993.

The most important evaluation factor for this solicitation will be the ability to meet the technical requirements as outlined in National Institute of Standards and Technology (NIST): Handbook 44 (Grain Moisture Meters and Near Infrared Grain Protein Analyzers) and National Conference on Weight and Measurements (NCWM): Publication 14 (Grain Moisture Meters and Near Infrared Grain Protein Analyzers/ Technical Policy/ Checklists and Test Procedures). The Tenny Cevo-20S environmental test chamber allows FGIS to keep providing that service.

The purchased environmental test chamber must meet the following specific requirements.

· Environmental Test Chamber, 20 cu.ft.

· Controller, Air Cooled

· Chamber Temperature Unit: °C

· Optional Extended Temperature Range: No

· leveling casters

· one shelf.

· Temperature Range: -32°C to 180°C

· Temperature Fluctuation: +/- 1.0 Deg C measured at control sensor

· Humidity Range: Not applicable for this style chamber

· Interior Dimensions W x D x H (inches): 30 x 32 x 36

· Exterior Dimensions W x D x H (inches): 40 x 71 x 77.5

· Crating Dimensions W x D x H (inches): 46 x 77 x 83.5

· Electrical Power: 230V/240V 1 Phase 60 Hz

· Amp Draw: 32
