About this opportunity

The U.S. Geological Survey (USGS) Research Drilling Program is soliciting quotations for the purchase of a new floating sub-shaft (cushion sub) for a T130 drill rig through Request for Quotation (RFQ) 140G0326Q0068. This specialized connector component, which absorbs shock and reduces vibration-related wear on the drill string, is required to replace a unit experiencing seal failures that have resulted in drill fluid leakage. Award will be made using a lowest price technically acceptable evaluation methodology, with offerors required to demonstrate technical acceptability through comprehensive documentation including part and model numbers, product specifications, and place of manufacturing information. Quotations must be submitted electronically to the Contracting Officer, Yangzhi Deng, at yangzhideng@usgs.gov no later than March 19, 2026 at 12:00 PM PST, with only three days available for preparation and submission. All submissions must include a signed Standard Form 18 with firm fixed pricing, completed FAR certifications and representations (52.204-24 and 52.204-26), and evidence of System for Award Management (SAM) registration.

This procurement is designated as a total small business set-aside under NAICS code 333132 (Oil and Gas Field Machinery and Equipment Manufacturing), limiting competition to qualified small business entities. The requirement is for one (1) unit of new equipment only, with no grey market or refurbished products acceptable; all items must be covered by the manufacturer's warranty. The requested delivery date is April 1, 2026 or earlier, with delivery to the USGS Research Drilling Program location at James River Treatment Plant, 101 City Farm Road, Newport News, Virginia 23602 on an FOB destination basis. No specific contract value or budget range is provided in the solicitation. The USGS is tax-exempt, and payment will be processed electronically through the Invoice Processing Platform (IPP), with invoices required to be submitted no later than 90 calendar days after the period of performance expires.
