About this opportunity
The U.S. Coast Guard is procuring one Fuel Quantity Test Set (Part Number PSD90-3) through a brand-name acquisition from Viavi Solutions, Inc. This specialized equipment is designed for testing AC or DC fuel, water, liquid oxygen (LOX), or engine oil systems for C-130 aircraft operations. The procurement requires all parts to be new and approved with clear traceability to the Original Equipment Manufacturer (OEM), along with a Certificate of Conformance (COC) demonstrating the complete audit trail from manufacturer to current location. The Coast Guard will award to the lowest-priced, technically acceptable offeror, with technical acceptability determined by the vendor's ability to provide new, manufactured commercial items directly from the OEM or an OEM-approved source. This combined synopsis/solicitation was posted on September 4, 2025, with quotations due by September 10, 2025, providing vendors with only six days to submit their responses.
This procurement is designated as a 100% small business set-aside under NAICS code 334515 with a size standard of 750 employees, despite the initial notice description stating "No Set-Aside Used." The justification document identifies two authorized solution partners that can fulfill this requirement: EDMO DISTRIBUTORS, INCORPORATED and TESTFORCE USA, INC., both serving as authorized distributors for Viavi Solutions products. While no specific contract value is disclosed in the available documents, the procurement calls for delivery of the single test set within 45 days after receipt of order. The equipment will be delivered to the Coast Guard's Aviation Logistics Center located at 1664 Weeksville Road, Building 63 in Elizabeth City, North Carolina, where it will support the Coast Guard's aircraft maintenance and testing operations.
