About this opportunity

Paragraph 1:

The National Institutes of Health (NIH) National Cancer Institute (NCI) is seeking to procure a Sapphire FL Phosphorimager or an equivalent piece of equipment to replace their former Storm system, which experienced a catastrophic failure. The required phosphorimager must have the ability to perform phosphorimaging of samples containing radioactive isotopes, a dynamic reading range of 5 orders of magnitude, 16-bit read depth, and adjustable pixel size. While both the Sapphire FL Phosphorimager and the Cytiva Typhoon meet the government's requirements, the Sapphire FL is preferred due to its superior specifications at a lower cost. The purchase is urgent, as the lack of a functioning phosphorimager has created a testing backlog and delays in critical cancer research. Interested parties, particularly small businesses, are requested to submit information about their company, capabilities, and relevant government contracts by July 22, 2024.

Paragraph 2:

This procurement is not set aside for any specific business type. The Sapphire FL Phosphorimager and the Cytiva Typhoon are the only two known phosphorimagers that meet the government's requirements. The NCI has an immediate need to replace the former Storm system, and the purchase is expected to be made promptly upon the completion of this market research. The procurement is expected to be valued at a level that is within the NCI's budget for this type of equipment, and delivery is required within 60 calendar days of the contract award.

Notice text

The following product features/characteristics are required for this requirement:

The phosporimager equipment will be used for experiments examining the function of enzymes and structural proteins involved in cell behaviors which contribute to cancer progression. The following minimum product features/characteristics are required:

1.    Phosphorimaging of samples containing 32P, 33P and 35S.
2.    A dynamic reading range of 5 orders of magnitude
3.    16 bit read depth
4.    Adjustable pixel size of 10 – 1000 m.
5.    Computer controller uses windows 10

This equipment is replacing like equipment which has reached the end of its usefulness and lifecycle.  The former system, the Storm experienced a catastrophic failure.  The NIH NCI program has an immediate need to replace this equipment.  There are only two types of this equipment available to meet the needs of the Government- the Sapphire FL Phosphorimager and a Cytiva Typhoon.  Both meet the needs of the government, however, the Sapphire FL Phosphorimager provides superior specifications at a lower cost to the government. This equipment purchase is urgent as critical cancer research (studies on proteins involved in cancer progression), testing and studies have not been able to be performed, generating a testing backlog and delays in cancer research.
