About this opportunity

The United States Army Health Contracting Activity (USAHCA) Medical Readiness Contracting Office-West (MRCO-W) is seeking pupilometers for Brooke Army Medical Center at JBSA Fort Sam Houston, Texas. This is a Sources Sought announcement issued for market research purposes to identify qualified contractors capable of supplying pupilometers that meet specific clinical performance standards. The required devices must demonstrate accurate pupil size measurements within 0.2mm tolerance, reaction time to light within 0.5 seconds, and consistent data reproducibility, while functioning effectively in low-light clinical environments with resistance to motion artifacts and patient eye movement. The pupilometers must hold 510K Exempt Class 1 medical device designation from the USDA (K895609), comply with FCC Part 15 rules, and meet EN60601-1-2 electromechanical compatibility standards for medical products. Responses to this Sources Sought are due by February 19, 2026, and should not include pricing information; no Request for Quote currently exists, and responses will not be returned to submitters.

This announcement does not utilize any small business set-aside designations, though MRCO-W is specifically evaluating whether a set-aside would be appropriate based on market response. No incumbent contractors or award values have been identified in this pre-solicitation phase, as the announcement is strictly for market research and planning purposes. The pupilometers must feature user-friendly interfaces requiring no special biomedical technical training, operate on rechargeable lithium-ion batteries providing 4-6 hours of continuous operation per charge, and include charging cradles or optional AC adapters for stationary use. The procuring agency will not pay for information submitted in response to this Sources Sought, and all respondents are responsible for marking proprietary or competition-sensitive information accordingly. This notice represents an early-stage opportunity for interested contractors to provide technical and capability information that will inform the Army's future procurement strategy for this medical equipment requirement.
