About this opportunity

The Naval Supply Systems Command Puget Sound is soliciting offers for pump rebuild kits and seawater pump/motor sets through a sole-source acquisition under FAR Part 12 procedures. The procurement includes three M Series 5x4x11 horizontally mounted seawater pumps (OEM Part #998-1111-D-11) with 25HP 1800RPM motors and three OEM rebuild kits (Part #985-1111-D-11) for critical cooling systems on naval vessels. Contract requirements include firm fixed-price pricing, DoD unique identification marking per DFARS 252.211-7003, technical documentation, sectional parts lists, operation manuals, certificates of inspection and testing, and a recommended spare parts list with quantities and unit pricing. All materials must be packaged for overseas shipping in compliance with International Standards for Phytosanitary Measures (ISPM-15). The government will evaluate offers based on technical merit (including delivery date), price, and past performance with no particular order of importance, and will assess price reasonableness and past performance as part of the responsibility determination. Questions must be submitted by April 19, 2026, with email submission required two days prior to closing, and the solicitation closing date and time is April 20, 2026 at 10:00 AM.

This procurement has no small business set-aside and is restricted to Carver Pump Co. (CAGE Code 10941, classified as a small business under NAICS 333914), the sole qualified OEM authorized to provide direct replacement parts that maintain form, fit, and function compatibility with existing equipment. The justification for sole-source procurement cites COMSCINST 4490.1C, MSC N7, which designates seawater cooling pumps as critical safety items for main propulsion diesel engines on naval vessels, with only Carver Pump possessing the proprietary technical data and expertise necessary to ensure compatibility and safety. The place of performance is the United States, and delivery is required to meet specified destinations for the seawater pump systems. Specific award values are not disclosed in the solicitation materials, though the contract involves procurement of six units total (three pump/motor sets and three rebuild kits) on a single-award basis to ensure interrelationship of supplies. All offerors must be registered in the System for Award Management (SAM) and may require Defense Biometric Identification System (DBIDS) base access approval, with invoicing to be submitted via Wide Area WorkFlow (WAWF) per DFARS 252.232-7006.
