About this file

This is a Commercial Only One Source Justification document submitted by NAVSUP Fleet Logistics Centers in accordance with FAR 12.102(a), justifying the restriction of competition to a single source for critical seawater cooling pump components.

The government requires three M Series 5x4x11 horizontally mounted seawater pumps (OEM P/N 998-1111-D-11) with 25HP 1800RPM motors rated for 822GPM at 79 feet head and 35PSI, along with three OEM rebuild kits (P/N 985-1111-D-11). Deliverables include technical documentation, drawings, sectional parts lists, motor data, installation and operation manuals, certificates of inspection and testing, and a recommended spare parts list with quantities and unit pricing. All pumps must be packaged for overseas shipping with wood packaging compliant to International Standards for Phytosanitary Measures (ISPM-15).

Competition is restricted solely to Carver Pump Co. (CAGE Code 10941, classified as a small business under NAICS). The justification basis cites COMSCINST 4490.1C, MSC N7, which designates these seawater cooling pumps as critical safety items for main propulsion diesel engines on naval vessels. Only qualified, authorized sources with access to proprietary technical data and expertise can provide direct replacement parts that maintain form, fit, and function compatibility with existing equipment. Carver Pumps is identified as the only qualified OEM capable of providing these replacements due to proprietary rights, and the document emphasizes that improper or deficient parts could cause system failure and equipment loss while at sea. Interested non-OEM contractors may pursue qualification through the MSC website qualification process.

Basis For Decision That Only One Source Is Available

The work contemplated in this contract is on the following critical safety items:

Main propulsion Diesel Engines. Per COMSCINST 4490.1C, MSC N7, the Design Control Activity, has determined that only qualified sources may produce and service these critical safety items. Only authorized field service technicians have access to necessary technical data and have the expertise to identify and provide direct replacement parts for existing equipment, which must be compatible in terms of form, fit, and function with existing equipment or configurations. This ensures equipment reliability. Improperly installed or deficient parts could cause system failure and loss of the affected system or equipment while at sea.

Interested contractors/vendors can go to the MSC website for more information about how to be qualified as a non-OEM to provide these services.

https://www.msc.usff.navy.mil/Business-Opportunities/Contracts/Qualification-for-Items-Critical-to-Shipboard-Safety-on-MSC-Vessels/

“Carver Pumps” is the only qualified OEM that can provide these replacement parts due to proprietary rights. The OEM is the only one who can provide direct replacement parts for existing equipment, which must be compatible in terms of form, fit, and function with existing equipment and configurations for the main diesel engines and central cooling water system. The seawater-cooling pump is the heart of the machinery cooling system; these feed the units with the required amount of salt water in order to produce the required cooling for critical spaces and equipment on board the ship. Original pumps are a 1993 design, the newer pumps keeps the integrity of the required needs for the ships AC system.

Improperly installed or deficient parts will cause system failure and loss of the affected system or equipment while at sea.
