About this opportunity

The U.S. Coast Guard is soliciting for two specialized rotary pumps for the 270 WMEC vessel's reduction gear lube oil system. The procurement includes one electrically motorized pump (NSN 4320-01-121-0031) and one oil pump (NSN 4320-99-551-5145), both manufactured by Hayward Tyler Services Ltd. These pumps are critical components that ensure proper lubrication of bearings and gear mesh during propeller shaft operations, with the motorized pump serving as a backup system. The solicitation requires delivery to the USCG Surface Forces Logistics Center in Baltimore, Maryland, with a required delivery date no later than November 25, 2025. The procurement follows FAR Subpart 12.6 commercial item procedures and includes specific packaging requirements per ASTM-D-3951 and marking requirements per SP-PP&M-001, with individual wooden crate packaging required. The solicitation was posted on August 14, 2025, with responses due by August 18, 2025.

This procurement is designated as a Total Small Business set-aside under NAICS code 333996 for Fluid Power Pump and Motor Manufacturing. According to the justification documents, the total estimated procurement value is $20,725.00, with the motorized pump valued at $12,797.00 and the rotary pump at $7,928.00. The Coast Guard has justified this as a sole-source procurement due to the pumps' unique specifications and proprietary design that are critical to operational requirements. The procurement involves one unit of each pump type, representing essential components for maintaining vessel operational capability. Performance will occur with delivery to Baltimore, Maryland, supporting the Coast Guard's 270-foot medium endurance cutter fleet maintenance requirements.
