Purchase of One (1) Pump Unit, Rotary, NSN: 4320-01-121-0031, P/N:
35M71/2T6R-04, unit cost $12,797.00 each. One (1) Pump, Rotary, NSN: 4320-99-
551-5145, P/N: 50SS-56, unit cost $7,928.00 each.

6. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available:

7. These pumps are critical components of the vessels reduction gear lube oil system.
The pumps are required to ensure the reduction gear has lube oil supply to all the bearings and gear mesh prior to and during operation of the propeller shaft. The pumps are either motor driven which normally supplies the lube oil to all the components prior to operating the shaft to warm the bearing and gears or gear driven for normal operations. The motorized pump is also a backup to the attached pump to provide lubricating oil to the reduction gear if the attached pump failed. Any deviation from these pumps could cause additional costs to the government to re-mailto:keith.sandifer@haywardtyler.com engineer, dual stock, warehouse and re-provision spare parts for similar pumps. Any variance in form, fit or function could cause failure or malfunction and subsequent inability to meet the needs and mission requirements of the Coast Guard.
8. The Manufactures drawings and specifications for these items are proprietary commercial property of the OEM; the Coast Guard has not purchased this information. The item conforms to exact design and materials requirements for form, fit and function in order to mount and operate with the current system.
9. COTR will continue to conduct market research with a focus on locating vendors that are able to meet requirements, however without technical data described above obtaining full and open competition will be very difficult. The Coast Guard cannot require any vendor to release any vendor to release proprietary data.
