About this opportunity
The Naval Sea Systems Command, specifically the Naval Surface Warfare Center Indian Head Division (NSWC IHD), has issued a Notice of Intent to Sole Source for Pulverizer Assembly Parts. This special notice, posted on October 21, 2025, announces the government's intention to award a firm fixed-price contract on a noncompetitive basis to Hosokawa Micron Powder Systems located in Summit, New Jersey. The procurement is being conducted under FAR 13.106(b) and 10 U.S.C. 2304(c)(1), which authorize sole-source contracting when a vendor is determined to be the only known source capable of meeting government requirements. This is explicitly stated as a Notice of Intent and not a Request for Quote, meaning no competitive bidding process will be conducted unless interested parties demonstrate clear and convincing evidence that competition would be advantageous to the government.
The objective of this notice is to procure 24 specific replacement parts for a Mikro-Pulverizer Type 1SH Hammer & Screen Mill, including rotor shafts, bearings, housing components, gaskets, and specialized hammer sets with precise technical specifications. Interested vendors must submit evidence of their competitive capability via email to Natella Calliste at natella.k.calliste.civ@us.navy.mil by November 12, 2025, at 10:00 a.m. EST, with all responses requiring SAM registration and clear documentation of capability. Contractors responding to this notice must provide compelling evidence demonstrating why competition would benefit the government; however, the government bears no responsibility for costs incurred in responding and retains sole discretion in determining whether to conduct a competitive procurement. The resulting contract will operate under NAICS code 333248 (All Other Industrial Machinery Manufacturing) and supports NSWC IHD's mission as the Department of Defense Energetics Center, with an 18-week delivery schedule required upon order receipt.
