About this opportunity
The Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response is conducting a Request for Information (RFI) to assess domestic production capabilities for antimicrobials through its Defense Production Act (DPA) Title III Program. The RFI seeks comprehensive details from industry partners about manufacturing capabilities, regulatory holdings, production scales, and capacities for 30 specific antimicrobials, with particular emphasis on the first 11 critical medicines including amoxicillin, azithromycin, and vancomycin. Respondents must provide detailed information about their manufacturing processes, facility locations, equipment, production capacities, and supply chain challenges. Submissions are limited to 20 single-sided pages and must originate from domestic sources, defined as facilities in the United States, Canada, United Kingdom, or Australia. The key deadline for responses is 10:00 AM ET on January 22, 2025, with clarification questions due by December 2, 2024, and responses to be submitted electronically to IBMSC-Submissions@hhs.gov.
The procurement opportunity is not set aside for any specific business category and represents a market research initiative rather than a direct contract solicitation. The RFI is part of a broader government strategy to identify and address potential gaps in the domestic production of essential antimicrobial pharmaceuticals, with the potential for future DPA Title III investments to strengthen domestic manufacturing capabilities. While no specific award value is mentioned, the government's objective is to gather intelligence that could inform future contract opportunities or strategic investments in the pharmaceutical industrial base. The information collected will be treated as confidential trade secrets and commercial information, with the ultimate goal of improving national preparedness and resilience in pharmaceutical supply chains. The RFI covers precursors, key starting materials, intermediates, active pharmaceutical ingredients, and finished dosage forms across the 30 identified antimicrobials, indicating a comprehensive approach to assessing domestic production capabilities.

Update #3 · Latest ·
The HHS DPA Title III Program invite industry partners to submit to the USG information that will aid in improving the understanding of current domestic production capabilities and capacities of domestic PHIB that specifically support the production and supply of anti-microbials. The USG goal is to identify and improve on those gaps in the marketplace that can potentially be addressed using HHS’ delegated Title III authorities. Industry responses to the RFI are intended to assist the HHS DPA Title III Program with planning and market research. See the attached RFI and submit responses to Chris Newell at IBMSC-Submissions@hhs.gov and Christopher.Newell@hhs.gov. This RFI is being extended. Please respond by January 22, 2025 at 10am ET. The alternative e-mail Christopher.Newell@hhs.gov was also added. See the updated RFI attached.
