About this opportunity
The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division intends to award a sole source contract to Immix Technology, Inc. for PTC Creo software renewal covering fiscal years 2025-2026. This Special Notice, published by the Department of the Navy Naval Sea Systems Command, announces the government's intent to proceed with a noncompetitive procurement rather than issuing a formal Request for Quote. The proposed contract would be a firm fixed price agreement with a one-year period of performance. The procurement falls under NAICS code 423430 for computer and software merchant wholesalers and PSC code 7A20 for application development software with perpetual licensing. The government justifies the sole source approach by citing that Immix Technology is the only known source capable of meeting their specific requirements.
The primary purpose of this notice is to provide transparency about the government's intent to sole source while allowing other potential vendors to demonstrate their capabilities if they believe they can provide the required PTC Creo software services. Interested parties must submit responses by 4:00 PM EST on July 11, 2025, demonstrating clear and convincing evidence that competition would be advantageous to the government. Contractors must be registered in the System for Award Management (SAM) and must submit their capabilities documentation via email to the designated contracting officer. The government emphasizes that oral communications are not acceptable and that any vendor response costs will not be reimbursed. This notice serves as the government's final opportunity to identify potential competitors before proceeding with the planned sole source award to Immix Technology, Inc.
