About this opportunity
The U.S. Patent and Trademark Office intends to procure manufacturing, assembly, and fulfillment services for employee recognition awards, certificates, and medallions under a single-award Blanket Purchase Agreement with responses due October 27, 2026. This is a Sources Sought Request for Information for market research only and does not constitute a binding solicitation; the USPTO will use responses to identify which small business contractor(s) are most likely to successfully meet agency requirements and are thereby eligible to participate in an alternative competition under Patent and Trademark Office Acquisition Guidelines.
The requirement spans seven award categories: Length of Service pins and certificates (approximately 2,600 units annually, issued monthly), Retirement Certificates (up to 120 units annually), Bronze Medal embedments with framed certificates and display boxes (up to 450 units annually, October ceremony), Leadership in Action awards in three tiers (up to 400 units annually, October ceremony), Distinguished Career Awards (up to 150 units annually, June/July ceremony), Exceptional Career Awards (up to 275 units annually, June/July ceremony), and Director awards (up to 100 units annually, sporadic). Awards include framed certificates in multiple sizes, medals in leucite encasement with display packaging, and laser-etched crystal desktop awards. The contractor must create medal and seal artwork, certificate artwork, and tooling dies; the government retains ownership of all dies and will pay a one-time setup fee for initial tooling. The contractor bears all manufacturing, fulfillment, and shipping costs, maintains quality control, and is responsible for return costs if at fault.
Responses must include capability statement with supporting documentation, photos and specifications of comparable awards, past performance references with contact information, SAM UEI, and FSS Schedule contract number if applicable. Contractors may bid on selected categories or all seven. The current contract vehicle is BPA 1333BJ23A00270001; annual dollar values vary yearly and can be researched via SAM.gov. Questions were due October 9, 2026 at 1:00 PM ET; answers to submitted questions are now available. Submissions should be emailed to roy.pitman@uspto.gov and christopher.ward@uspto.gov.
