About this opportunity
The United States Patent and Trademark Office (USPTO), operating under the Department of Commerce, issued an urgent Intent to Sole Source notice on March 17, 2026, for the emergency procurement of medical evacuation equipment. The notice announces the USPTO's plan to purchase forty Garventa Lift Evacu-Trac evacuation chairs with 400-pound weight capacity and forty associated storage cabinets from Garaventa Canada Ltd d/b/a Garaventa Lift. This procurement was necessitated by a recent fire at the USPTO's Alexandria Campus located at 600 Dulany Street, Alexandria, Virginia, which damaged existing emergency evacuation infrastructure. The evacuation chairs are emergency-use medical devices classified under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) that enable a single person to safely evacuate individuals with disabilities during building emergencies. The procurement is being conducted as a sole source award under the Alternative Competition Method per the Patent and Trademark Office Acquisition Guidelines (PTAG) Part 6.1.1(d), which exempts the USPTO from standard competitive requirements under the Competition in Contracting Act (CICA).
The primary objective of this procurement is to restore emergency evacuation capabilities on tenant floors 2-10 of the Alexandria Campus by deploying evacuation chairs immediately upon delivery. The USPTO determined that Garventa Lift's Evacu-Trac chairs were the only option capable of meeting the critical two-week delivery timeline while providing seamless integration with existing emergency response equipment, protocols, and building infrastructure. The intended awardee, Garaventa Canada Ltd d/b/a Garaventa Lift (UEI: CK5AC1DT6196), is located at PO Box 1769, Blaine, WA 98231-1769. Questions or objections regarding this sole source intent must be submitted in writing via email to Christopher Ward (Christopher.ward@uspto.gov) or Kendall Jones (Kendall.jones1@uspto.gov) no later than 4:00 PM ET on Friday, March 20, 2026. The subsequent solicitation will not be posted on SAM.gov and will be issued directly to the named vendor as a firm fixed purchase order.
