About this opportunity
Army Contracting Command at Aberdeen Proving Ground, on behalf of the Joint Project Manager for Chemical, Biological, Radiological and Nuclear Integrated Early Warning, is conducting a market survey to identify industry sources capable of manufacturing the Proximate Chemical Agent Detector Non-Trace (PCAD-NT) handheld system, with RFI responses due June 22, 2026. No set-aside is anticipated; the procurement may pursue small-business set-aside or full and open competition, with multiple awards possible.
The system must provide standoff, non-contact identification of visible solid and liquid materials including Chemical Warfare Agents, Non-Traditional Agents, Pharmaceutical Based Agents, Fourth Generation Agents, Toxic Industrial Chemicals, Toxic Industrial Materials, and Homemade Explosives. Applicable NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) and PSC code is 6630 (Chemical Analysis Instruments). Respondents must demonstrate capability for handheld single-handed dismounted operations, lightweight design, environmental robustness, contamination survivability, and laser and optical safety compliance. Respondents must also support first article testing, integrated logistics support, software support, and general Government test activities.
The Government seeks to procure approximately 2,500 units across a 4–5 year period structured in four pricing tiers (1–120, 121–500, 501–1,000, and 2,500 units). Responses must not exceed 10 pages in core narrative; product data sheets, pricing tables, and certifications may be submitted as separate attachments. Access to the restricted Controlled Unclassified Information Performance Specification requires JCP Certification, NIST SP 800-171 assessment, CMMC Level 2 certification, or DFARS Clause 252.204-7012 compliance. Vendors without access may respond based on public Section 3.1 requirements. Questions are due June 10, 2026, with an unattributed questions-and-answers list to be posted.
Notice text
The Joint Project Manager for Chemical, Biological, Radiological and Nuclear Integrated Early Warning (JPM CBRN IEW) is responsible for the development, production, and fielding of CBRN detection and identification systems. The JPM CBRN IEW is conducting a market survey to identify potential industry sources capable of manufacturing a system that will provide the Joint Force with a standoff non-contact handheld instrument to perform the identification of both visible solid and liquid material at safe, non-contact or standoff distances.
The industry source(s) must have expertise in the production of handheld systems, be capable of supporting first article testing, integrated logistics support, software support and general support of various Government test activities. The system will provide the Joint Force the capability to perform real-time presumptive identification of visually detected chemical materials, including solid and liquid Chemical Warfare Agents (CWA), Non-Traditional Agents (NTA), Pharmaceutical Based Agents (PBA), Fourth Generation Agents (FGA), Toxic Industrial Chemicals (TIC), Toxic Industrial Materials (TIM) and explosive hazards including Homemade Explosives (HME).
