About this opportunity

The Department of State, through the U.S. Embassy in Amman, seeks public opinion research surveys including two nationally representative surveys with a minimum of 1,800 respondents each and four focus group discussions, with proposals due August 10 and questions due July 20. The procurement is unrestricted, with award to the lowest-priced acceptable, responsible offeror based on initial quotations without discussions, though discussions may occur within the competitive range.

Place of performance is Amman, Jordan, with four focus group discussion locations in Amman, Zarqa, Irbid, and Aqaba. The contractor must conduct in-person interviews as the primary collection method, with flexibility for telephone surveys if security or weather restrictions arise. Each survey cycle must complete within two months of Public Diplomacy Section approval. The contractor must demonstrate deep understanding of U.S. Government foreign policy priorities, possess an established or soon-to-be-established business in Jordan with active SAM registration and required licenses and permits, and have prior experience conducting U.S. foreign policy-related polls. The contractor must publish results through Jordanian media outlets and provide post-delivery support including presentations and PowerPoint materials.

Performance period runs October 2026 through September 2027. Pricing is firm fixed-price in Jordanian Dinars with no escalation or currency adjustment; payment occurs within 30 days of receiving services. The NAICS code is 541910, Marketing Research and Public Opinion Polling. Amendment 0001, effective July 19, revised the Statement of Work and pricing structure into two line items: surveys (quantity 2, lump sum) and focus group discussions (quantity 4, lump sum). Evaluation criteria include company experience and organizational capacity, technical approach and methodology, understanding of requirements, relevant past performance, personnel qualifications, work plan and quality assurance, analytical capability with sample reports, media dissemination experience, available resources, and business information. FAR clauses 52.212-1, 52.212-3, 52.212-4, and 52.212-5 apply.
