About this opportunity
The U.S. Army Corps of Engineers (USACE) Seattle District is conducting market research to develop a procurement strategy for a Blanket Purchase Agreement (BPA) for partnering and facilitator services supporting design and construction projects. The agency is seeking firms with experience in facilitating design and construction partnering sessions, specifically those familiar with USACE's partnering concepts outlined in Engineering Construction Bulletin 2017-14 and Engineering Practice 34-1-1. Interested firms must submit a three-page capabilities package that includes company details, business classification, and 1-3 examples of past partnering session projects. The submission deadline is June 18, 2025, at 2:00 PM Pacific Daylight Time, with responses to be emailed to Russ Armstrong, the contract specialist. The market research is focused on understanding the capabilities and qualifications of potential service providers under the NAICS code 541611 for Administrative Management and General Management Consulting Services.
The procurement is not currently set aside for any specific business category, though small businesses with annual average gross revenues under $24.5 million are eligible. Initial partnering sessions are expected to be approximately 8 hours in duration, with follow-up sessions typically lasting 4 hours, and will include pre- and post-session activities such as stakeholder communications and session documentation. While no specific award value is mentioned, the small business size standard suggests potential opportunities for smaller consulting firms. The BPA will support the USACE Seattle District's ongoing design and construction project management needs, with a focus on effective collaboration and communication through professional facilitation services. Potential respondents are required to provide their CAGE code and Unique Entity Identifier (UEI) as part of their submission, and the agency emphasizes that this sources sought notice is purely for market research and does not constitute a formal solicitation.
