About this opportunity

The United States Department of Agriculture (USDA) is soliciting proposals for a comprehensive Global Maximum Residue Levels (MRL) Database Access service to provide on-demand access to up-to-date information regarding maximum residue levels for agricultural products worldwide, with particular emphasis on specialty crops. The contractor will be required to maintain a web-based portal containing data on at least 1,000 chemical products, 750 agricultural commodities representing 99% of U.S. agricultural food product exports, and 150 destination markets representing 95% of U.S. agricultural export value. The database must include both U.S. Environmental Protection Agency standards and foreign market tolerances, encompassing crop and veterinary MRL information with detailed disaggregation by commodity, compound/substance, and country of destination. Award decisions will be made using a best-value trade-off methodology where non-price factors (Technical Capability, Staffing Plan, and Prior Experience) are more important than price. Proposals are due by 2:00 PM Eastern Time on August 25, 2025, and must be submitted electronically to Contracting Officer William Walton.

This procurement operates under the full and open competition model with no set-aside designations, restricting participation to U.S.-based companies registered in SAM.gov. No incumbent contractor or current service provider is identified in the solicitation documents. The contract structure includes a base period from September 1, 2025, through August 31, 2026, with four potential one-year option periods extending through August 31, 2030, totaling a possible five-year performance period. Key performance requirements include maintaining 98% database availability, updating at least 90% of MRL policy changes within 14 days of promulgation, and providing technical support within three business days. The primary place of performance is Washington, DC, though the web-based nature of the service suggests remote access capabilities for USDA personnel. The contractor must also submit quarterly usage reports and participate in up to four annual meetings with USDA officials.

Notice text

Through this contract, USDA will obtain on-demand access to up-to-date, comprehensive information as to maximum residue levels (MRLs) for agricultural products worldwide, with a particular emphasis on trade in specialty crops.

The contractor shall enter, monitor, and maintain the MRLs, disaggregated by commodity, compound/substance, and country or market of destination. The data shall be inclusive of food/feed commodity MRL standards established by the U.S. Environmental Protection Agency (EPA), and foreign market MRL tolerances for those same compounds, or their analogues.
The data shall include a minimum of:
• One thousand (1,000) chemical products
• Seven hundred fifty (750) agricultural commodities, representing, in aggregate, not less than 99% by value of U.S. exports of agricultural food products
• One hundred fifty (150) destination markets, representing, in aggregate, not less than 95% bey value of U.S. exports of agricultural food products
The above encompasses crop and veterinary maximum residue levels. Where applicable, deferral pathways, i.e. circumstances in which a country ‘defers’ to another MRL source, which may be contextually contingent, shall be described.
