About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood is seeking a Protestant Religious Services contractor for Dugway Proving Ground (DPG). The contract will provide Sunday Worship services and one additional weekly visit on an as-needed basis, with services performed by an ordained Protestant Minister. Key contract requirements include conducting services between 1300-1400 hours, performing sacraments, and completing required security trainings such as AT Level I and iWATCH. The solicitation encourages participation from both large and small businesses, with a specific focus on socioeconomic categories like 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business enterprises. Interested vendors must submit a capabilities statement by 3 PM MST on March 26, 2025, via email to mark.s.pratt4.civ@army.mil, with the NAICS code 813110 and an SBA Size Standard of $13.0 million.
The contract is structured with a base 12-month period and four 12-month option periods, totaling potentially five years of service. No specific set-aside has been designated for this opportunity, making it open to all qualified vendors. While no incumbent contractor is mentioned, the services will be delivered at Hope Chapel (Building 5100) and other locations on the Dugway Proving Ground Installation. The contract will be firm fixed-price and single award, with a maximum of 53 services per performance period. Contractors will be responsible for providing religious support when no military chaplains, DOD civilians, or volunteers are available, including services like Christmas service, communion, and baptisms. Monthly invoicing and compliance with specific qualifications and conduct standards will be required for successful performance.
