About this opportunity
The National Aeronautics and Space Administration published a Special Notice announcing the consolidation of protective services contract requirements across multiple NASA centers into a single award IDIQ contract vehicle. The consolidated Protective Services - Eastern Region contract will provide security operations, information security, physical security, credentialing, emergency management, and training at Glenn Research Center, Goddard Space Flight Center, NASA Headquarters, and Langley Research Center through firm-fixed price task orders over a five year period beginning in November 2022.
The purpose of the consolidation is to achieve quality improvements and cost savings that support NASA's Mission Support Future Architecture Program by standardizing requirements, improving emergency response capabilities, reducing contract deliverables and establishing a centralized repository for contractual data. Eligible contractors must qualify as small businesses under the 8(a) program, with the final RFP to release no earlier than seven days after this notice and a due date of June 10, 2022. The procurement is set aside on a competitive 8(a) basis to provide maximum practicable participation by small businesses.
Notice text
The National Aeronautics and Space Administration (NASA) has determined a consolidation of contract requirements for the Protective Services – Eastern Region at Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), Headquarters (HQ), and Langley Research Center (LaRC) is necessary and justified in accordance with FAR 7.107-2(e)(1)(i) and (ii). Aside from percentage of savings identified within the determination, the consolidation is critical to the Agency’s mission success based on NASA’s Mission Support Future Architecture Program (MAP). Quality improvements that will save time and improve performance or efficiency in a consolidation of contract requirements in support of MAP include: standardization of technical, safety and health, quality, and information technology requirements across the Agency; the ability to move vehicles and personnel to support emergencies at other Centers; consolidation and reduction of contract deliverables and reporting; and the establishment of a centralized repository for contractual data.
Additionally, the procurement strategy provides for maximum practicable participation by small business since this is an 8(a) small business set-aside. A copy of the determination, including redactions, is attached. The Final RFP release is anticipated no earlier than seven days after this publication.
