About this file
This document is a Determination and Findings for the consolidation of protective services contract requirements at multiple NASA centers. The consolidation will result in a single award IDIQ contract vehicle with firm-fixed price task orders for a base period of five years beginning November 2022. Services required under the consolidated Protective Services - Eastern Region contract include communications security, security operations, information security, program security, resource protection, physical security, credentialing, emergency communications centers, emergency management, and protective services training at Glenn Research Center, Goddard Space Flight Center, NASA Headquarters, and Langley Research Center. The consolidated requirements are being procured through an 8(a) small business set-aside competitive solicitation numbered 80GSFC22R0004, with the final RFP anticipated to release no earlier than seven days after the publication of this notice.

Determination and Findings (D&F) for Consolidation of Requirements
Findings
I. Requirement Specific Information
A. Proposed/New Requirement
1. Description of Services:
The purpose of this requirement is to acquire protective services at Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), Headquarters (HQ), Langley Research Center (LaRC), and associated facilities. GSFC Procurement is designated as the buying location for protective services for the aforementioned Centers pursuant to the enterprise procurement strategy at NFS Appendix A-102.3.
The focus of this requirement includes, but is not limited to: Communications Security (COMSEC), Security Operations (SECOPS), Information Security (INFOSEC), Program Security, Resource Protection, Physical Security (PHYSEC), Credentialing, 911 Phone Center and Protective Services Communications Center (PSCC), Emergency Management (EM), and NASA Protective Services Training.
2. Identify whether the requirement will be competed or sole source:
NASA Protective Services -- Eastern Region (NPS-ER) will be procured as a competitive 8(a) Set-aside based on market research and the requirements at FAR 19.805-1. Also, this is consistent with NFS Appendix A-102.3(b)(5), which requires that acquisitions for protective services be set aside for small business concerns. This acquisition does not involve bundling as defined in FAR subpart 2.1.
3. Solicitation Number, Contract Name, or Contract Number if known:
The NPS-ER solicitation number is 80GSFC22R0004
4. Contract Vehicle (e.g. contract, task order, IDIQ contract):
The contract vehicle will be a single award IDIQ with firm-fixed price task orders.
5. Period of Performance (including all options):
The NPS-ER has a five-year effective ordering period that begins November 1, 2022 through October 31, 2027.
management and administrative capabilities at the Center level (e.g., Site Manager), which are necessary for achieving a satisfactory level of performance of the contract.

2. Compute the administrative or personnel cost savings and provide the supporting documentation for this computation:
Administrative Cost Reduction:
Note: The following cost savings are internal to the Government and generally are attributed to reductions associated with the procurement of protective services.
This acquisition is subject to Procurement Information Circular (PIC) 18-01, Strategic Approach to Acquisition Strategies by Institutional Product Services Lines, and (1) supports the transition of current contract requirements to centralized acquisition vehicles;
(2) provides for the elimination of unnecessary, redundant contracts for protective services within the region; and (3) facilitates synchronization of institutional requirements across the Agency. Consistent with this, this acquisition significantly reduces the administrative cost associated with conducting market research, developing an acquisition strategy, preparing a solicitation, evaluating proposals, and awarding the contract by eliminating the need for duplicative requirement development teams, source evaluation boards, and source selections.
Analysis: The average acquisition duration for the four contracts cited in Section I.B. is approximately 335 days, when measured from the Procurement Strategy Meeting (PSM) to contract award. Individual acquisition durations on this standard were as follows:
• 358 days for GRC (September 9, 2016 – September 01, 2017)
• 534 days for GSFC (December 13, 2016 – May 30, 2018)
• 322 days for HQ (May 05, 2016 – April 01, 2017)
• 189 days for LaRC (April 13, 2016 – October 18, 2016)
Source selection approaches ranged from streamlined, price performance trade-offs to full trade-off utilizing mission suitability, cost/price, and past performance factors. Using the 2021 General Schedule, reprocurement of the four contracts at an average of 335 days would cost the Government a minimum of . This is based on the following minimum team composition:
services to an enterprise operating model while maintaining mission focus, improving efficiency, ensuring local authority and valuing the workforce.
D. Identify alternative contracting approaches that have been considered that would involve a lesser degree of consolidation (FAR 7.107-2(a)(2)).
Alternative contracting approaches: The Requirement Development Team contemplated a multiple award approach (i.e., award of multiple contracts resulting from a single solicitation). However, for the reasons stated in Subsections B and C of Section II, the extent of competition anticipated, and the objective to acquire efficient and effective protective services, a consolidated, single award strategy was determined to provide the most optimal solution to meet requirements.
E. Describe the impacts of the acquisition strategy on contracting with small business concerns; be sure to specifically address:
1. The annual amount that was previously obligated to small businesses that will no longer be obligated as a result of the planned consolidation; and
2. The change in the number of small businesses that have prime-level contracts with
NASA as a result of the planned consolidation.
The annual amount that was previously obligated to small businesses was approximately . As a result of the planned consolidation, approximately is anticipated to be obligated annually to small business under the NPS-ER. The difference is attributed to the estimated cost of the new NPS-ER versus the previous contracts, as there is no change to the allocation to small business. Further, the total number of small business prime contracts is being reduced from 4 to 1.
F. Select all of the steps taken to include small business concerns in the acquisition strategy for the planned consolidation. In addition to numbers 1 and 2 below, include any other steps taken. Check all that apply below.
1. ☐ Incorporated recommended small business subcontracting goals in the draft and final request for proposal (RFP), in accordance with NPD 5000.2 Small Business Subcontracting Goals and NFS 1815.304(c)(4)(B).
2. ☐ Evaluation of offerors’ small business subcontracting commitment as a part of the evaluation criteria, NFS 1815.304(c)(4)(C).
3. ☒ Other: In addition to procuring this requirement as a competitive 8(a) set-aside, the Government will conduct a virtual site visit; maintain an interested parties list to facilitate teaming; and release a draft RFP for industry comment consistent with NFS 1815.201(c)(6)(A).
III. Determination
In accordance with the findings provided above, I determine that it is in the best interest of the Agency to consolidate the aforementioned requirements. In accordance with FAR 7.107- 2(e)(1)(i) and (ii), this consolidation is critical to the agency's mission success based on NASA's Mission Support Future Architecture Program or MAP. MAP aims to transform mission support services to an enterprise operating model while maintaining mission focus, improving efficiency, ensuring local authority and valuing the workforce. Additionally, the procurement strategy provides for maximum practicable participation by small business, as this is an 8(a) small business set-aside competition. This written determination demonstrates that this consolidation is necessary and justified.
