About this opportunity

The Department of Homeland Security Office of Procurement Operations is seeking Protective Security Officer (PSO) services for various IRS Service Center locations in Covington and Florence, Kentucky. The Federal Protective Service Acquisitions Division intends to issue a sole source extension for an existing indefinite delivery/indefinite quantity contract with Hana Industries, Inc. This extension will provide continued armed security services and allow time for placement of a new contract. The government will negotiate on a sole source basis under the authority of 41 U.S.C. 3304(a)(1), determining that Hana Industries, Inc. is the only responsible source that can satisfy agency requirements. A Justification for Other Than Full and Open Competition has been posted to sam.gov, and the contract falls under the North American Industry Classification System Code 561612 for Security Guards and Patrol Services.

The pre-solicitation notice indicates no specific set-aside for small businesses, despite the small business size standard being $29 million. The current contract (70RFP119DE4000004) will be extended for up to six months, beginning June 1, 2025. Hana Industries, Inc., located in Honolulu, Hawaii, is the incumbent contractor and proposed sole source provider for these critical security services. The contract will cover PSO services at multiple IRS Service Center locations in Kentucky, with the primary objective of maintaining continuous protective security. No competitive proposals will be solicited, and a Request for Proposal (RFP) will not be made available, signaling a direct negotiation approach with the current contractor.
