About this opportunity

The National Oceanic and Atmospheric Administration seeks proposals for multiple-award indefinite delivery, indefinite quantity contracts to provide resources supporting satellite and observation activities for weather, oceans, fisheries, climate and related requirements. The total ceiling value for orders under all four Professional, Scientific and Technical Services 2.0 domains is $8 billion. This pre-solicitation notice is for the Satellite Domain 2.0 requirement, which is set aside 100% for small businesses under NAICS code 541715 with a size standard of 1,250 employees. Evaluation criteria include relevant experience, management approach, past performance and cost. Interested parties must provide feedback on the draft RFP by August 6, 2021.

This requirement is set aside 100% for small businesses under NAICS code 541715, exception C, with a size standard of 1,250 employees. The total potential value of orders under the four domains is $8 billion over ten years from 2023 through 2033. The draft RFP and attachments provide additional details regarding the requirement and seek industry feedback through an online form by August 6, 2021, with a virtual industry day also planned to address questions.

The Professional, Scientific, and Technical Services (ProTech) 2.0 Program is a suite of multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts consisting of four Domains: Satellite, Fisheries, Oceans, and Weather. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. The ceiling dollar amount for all orders under all ProTech 2.0 Domains is $8,000,000,000.
 
Each Domain has its own IDIQ contract with multiple awards. This Draft RFP is for the Satellite 2.0 Domain.

This requirement will be set aside 100% for Small Businesses under NAICS code 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)) - Exception C (Guided Missiles and Space Vehicles, Their Propulsion Units and Propulsion Parts), which has a size standard of 1,250 employees.

The purpose of this Draft RFP is to socialize this requirement prior to the formal RFP, and collect feedback from industry and stakeholders through the Google Form linked below.  Feedback, questions, comments, etc., will not be collected in any other manner.
