This solicitation seeks proposals for multiple award indefinite-delivery, indefinite-quantity contracts to provide professional, scientific, and technical services to support the National Oceanic and Atmospheric Administration's ProTech 2.0 Satellite Domain. Services will include program management, engineering, data processing, product generation, satellite operations, and research to support NOAA's satellite missions and space and Earth environmental data management. Proposals are due by January 6, 2022 and will be evaluated based on technical qualifications, past performance, and price.
The contracts have a total small business set-aside designation with a size standard of 1,250 employees. The North American Industry Classification System code is 541715. The total potential value across the four ProTech domains is $8 billion to be awarded over the base period of five years and one five-year option period for each contract. Work will be performed at sites including NOAA offices in Fairbanks, Alaska; Silver Spring, Maryland; Wallops and Ashburn, Virginia; Boulder, Colorado; Asheville, North Carolina; Stennis, Mississippi; Townsville, Australia; and international partnership facilities. The purpose of this Amendment is to revise: (1) Section I to remove COVID-related clause, and (2) Sections L and M (see bold, yellow highlights in RFP). In addition, please see attached Question and Answer (Q&A) document and revised attachments associated with those responses.

This notice, in accordance with Federal Acquisition Regulation (FAR) 5.207, is posted by the National Oceanic and Atmospheric Administration (NOAA), Corporate Services Acquisition Division (CSAD), to announce the issuance of a Request for Proposal (RFP) for the Professional, Scientific, and Technical Services (ProTech) 2.0 Satellite Domain. The ProTech 2.0 Satellite Domain is a Multiple Award (MA), Indefinite-Delivery, Indefinite-Quantity (IDIQ) total small business set-aside solicitation.
The ProTech services solution is a suite of MA IDIQ contracts consisting of four Domains: Satellite, Fisheries, Oceans, and Weather. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. Where applicable, the contracts may also be used by other Bureaus within the Department of Commerce (DOC).The ceiling dollar amount for all orders under all ProTech Domains is $8,000,000,000. Each Domain has its own IDIQ contract with multiple awards. This solicitation will provide professional, scientific, and technical services to the Satellite Domain.
The services provided under ProTech 2.0 Satellite will support sites worldwide, which include, but may not be limited to, Fairbanks, Alaska; Silver Spring (NOAA Headquarters), College Park, Greenbelt, and Lanham, Maryland; Wallops and Ashburn, Virginia; Boulder, Colorado; Asheville, North Carolina; Stennis, Mississippi; Townsville, Australia; and international partnership facilities.
The suite of resulting contracts for this Domain is intended to satisfy the need for professional, technical, and scientific services to support the full range of related requirements for observing system activities, including satellite missions, which NOAA manages or in which NOAA participates, and managing the space and Earth environmental data that results from those missions. Increasingly, NESDIS is looking for synergies in collaborating with domestic and international, public and commercial, partners through joint missions, opportunity payloads and even data procurement. NESDIS work is conducted at NOAA headquarters, as well as in regional offices, science centers, data centers, associated field offices, laboratories, contractor facilities, and other field locations.
Ordering Period:
The ordering period of ProTech 2.0 Satellite is a five-year base period and one five-year option period, for a total of 10 years, if the option is exercised. Once the ProTech 2.0 Satellite IDIQ is awarded, task orders will be issued and awarded in accordance with FAR 16.505 procedures.
