About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking proposals for the Weather 2.0 Domain under its Professional, Scientific, and Technical Services (ProTech) 2.0 program, a multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Weather 2.0 Domain will provide professional, scientific, and technical services in support of NOAA's National Weather Service mission, including weather observation, environmental modeling, data assimilation, severe weather analysis, scientific research, program/project management, business optimization, and engineering support for weather and climate systems. The evaluation criteria will focus on Demonstrated Technical Experience, Management Approach, and Past Performance, using a "Highest Technically Rated with a Reasonable Price" best value methodology.
This requirement will be set aside 100% for Small Businesses under NAICS code 541330 - Engineering Services, Exception 3 (Marine Engineering and Naval Architecture), with a $47 million size standard. The total ceiling value for all ProTech 2.0 Domains combined is $8 billion. The Government is currently soliciting feedback on the draft RFP, with responses due by June 7, 2024, and plans to hold a virtual industry day on May 22, 2024. The final RFP is expected to be released in late summer 2024, with award prior to the expiration of the existing ProTech Weather 1.0 contract on July 14, 2025.

The Professional, Scientific, and Technical Services (ProTech) 2.0 Program is a suite of multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts consisting of four Domains: Satellite, Fisheries, Oceans, and Weather. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. The ceiling dollar amount for all orders under all ProTech 2.0 Domains, combined, is $8,000,000,000.
Each Domain has its own IDIQ contract with multiple awards. This Draft RFP is for the Weather 2.0 Domain.
This requirement will be set aside 100% for Small Businesses under NAICS code 541330 (Engineering Services) - Exception 3 (Marine Engineering and Naval Architecture), which has a size standard of $47 million.
The purpose of this Draft RFP is to socialize this requirement prior to the formal RFP, and collect feedback from industry and stakeholders through the Google Form linked below. The intention is to release all documents as drafts and to conduct the traditional question and answer (Q&A) session during the Draft RFP phase only. The Government does not intend to allow for an additional round of questions, after responses are provided during the Draft RFP phase, such as when the Final RFP is released. However, the Government reserves the right to conduct an additional round of Q&As if there are any substantial changes between the draft and final documents.
Please use this Draft RFP question session to submit your questions as opposed to waiting until the Final RFP to be released.
The Government intends to allow for questions from potential Offerors upon release of the Draft RFP and related documents. Questions relevant to this Draft RFP must be submitted via the Google Form link to be considered.
