About this opportunity
The National Oceanic and Atmospheric Administration's (NOAA) Southeast Fisheries Science Center has issued a Special Notice for a sole source contract with Beier Radio LLC for propulsion and bow thruster control system upgrades on the R/V Isabella Rose (Gladys Reese) research vessel. The notice indicates NOAA's intent to negotiate directly with Beier Radio LLC under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for specialized marine vessel systems upgrades. The contract will be performed at the NOAA facility in Pascagoula, Mississippi, with a delivery timeline of 10 weeks from the award date. NOAA has determined Beier Radio LLC as the sole qualified vendor due to their unique expertise in originally engineering and installing the vessel's proprietary propulsion and steering systems. The sole source determination is predicated on preventing potential damage to critical marine research infrastructure and avoiding potential data collection disruptions.
The Special Notice provides specific instructions for potential alternative contractors who believe they can meet the government's requirements. Interested firms may submit substantiating documentation in writing within 15 days after the notice's publication, with the understanding that the government retains sole discretion in determining whether to proceed competitively. The opportunity is set aside for small businesses, with Beier Radio LLC specifically identified as the preferred vendor. The contract involves comprehensive upgrades including propulsion and bow thruster control system modifications, steering system improvements, and dynamic positioning system checks. Oral communications are explicitly not acceptable in responding to this notice. Contractors seeking to challenge the sole source determination must provide written documentation demonstrating their capability to fully meet the technical requirements. The total contract value is approximately $52,294, and the work is classified under NAICS category 334511 for nautical system and instrument manufacturing.

to be performed at:

The sole source determination is based on NOAA’s requirement that Beier Radio LLC. is the only vendor that has engineered, designed, and installed the Propulsion and Steering Systems on the RV Gladys Reese, they are uniquely qualified to provide highly skilled service that is unavailable from any other company. Soliciting these services from other sources may result in unrepairable damage to the Propulsion and Steering Systems and require a complete replacement, which would significantly increase the cost of this service and time to complete the work. This would result in lost days at sea and unrecoverable data losses that are critical to managing valuable U.S. fisheries resources risking overfishing and fisheries stock collapse.
In addition, the RV Gladys Reese is currently equipped with Beier Propulsion and Steering Systems designed and installed by Beier Intergrated Systems (BIS). BIS is the only company currently qualified and available to service this proprietary equipment. No other contractors are qualified to service the equipment and similar products cannot be modified to be compatible with the current Propulsion and Steering Systems.
Delivery within 10 weeks from date of award.
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
