About this opportunity
The Department of Health and Human Services National Institute on Drug Abuse has issued a Special Notice of Intent to Sole Source for the procurement of a Promega Maxwell RSC Automated Batch Nucleic Acid Extractor. This acquisition, designated as solicitation NIMH25004458, is structured as an 8(a) sole source procurement under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. The contract is intended for Promega Corporation and carries a proposed performance period from September 30, 2025, through September 29, 2026. The procurement supports the NIH's Biospecimen Core Repository Lab, which handles clinical research samples from patients undergoing treatment and investigation at the NIH. The specialized equipment will enhance the laboratory's capability to extract nucleic acids from various tissue types for high-quality research purposes.
The primary objective of this procurement is to provide the Biospecimen Core Repository Lab with advanced nucleic acid extraction capabilities to support NIH investigators conducting transformative research on patient-derived biological samples. The Maxwell RSC system will process 1-16 samples simultaneously within a 40-minute timeframe, offering 29 different extraction options with pre-filled reagent cartridges to reduce personnel workload. Interested parties must submit capability statements electronically to Joe Kennedy at joseph.kennedy@nih.gov by September 9, 2025, at 12:00 PM EST. Responses must include detailed information such as unit pricing, shipping costs, delivery periods, and manufacturing location. The procurement is designated as a small business set-aside, and the government maintains discretion to proceed with non-competitive procurement based on the responses received. The sole source justification is based on Promega Corporation being identified as the only vendor capable of providing the required specialized services and equipment.
Notice text
The Biospecimen Core Repository Lab receives clinical research samples from patients being treated and investigated at the NIH by world-class teams of physicians and researchers. One of the objectives of the laboratory is to provide the most state-of-the-art handling, breakdown of samples in component samples, freezing and storage for these investigators to be able to perform high-quality and transformative research. One aspect of current research focus is the state and essence of nucleic acids present in all types of cells and tissues – and the ability to extract, recover, store and utilize these molecular components of patient derived biological samples is a main priority of the biorepository. The purchase of the Promega Maxwell® RSC system for nucleic acid extraction will allow the lab the flexibility to offer NIH investigators additional options for the use of their samples for research. The system will allow the lab to extract nucleic acids from many different tissue types efficiently and without creating additional work burden on the repository personnel since the machine will extract up to 16 different samples at once over a 40min time-period, with no additional effort other than loading the samples into the system.
