About this opportunity

The Department of the Army Corps of Engineers Kansas City Engineering District has issued a Special Notice announcing a project update for the Veterans Affairs St. Louis Health Care System John Cochran Hospital replacement and expansion initiative in St. Louis, Missouri. This Special Notice updates the status of solicitation W912DQ24R4013, now renumbered as W912DQ26RA030, which was previously delayed due to lack of FY24 funding. The project has now received full funding through the FY26 MILCON-VA Appropriation, allowing the Army Corps of Engineers to proceed with the acquisition process. The work scope includes replacing the bed tower, expanding clinical facilities, and constructing a parking garage at the John Cochran Division facility. This Special Notice is directed toward contractors in the commercial and institutional building construction sector who may be interested in participating in this major healthcare infrastructure project.

The primary objective of this Special Notice is to inform the contracting community of the project's funding authorization and to solicit industry feedback on market research, sources sought, and labor market survey information for the Integrated Design and Construction (IDaC) contract. Key upcoming activities include an industry webinar in December 2025, draft Request for Proposal issuance in March/April 2026, one-on-one feedback meetings with interested firms in April 2026, and a target IDaC advertisement date of September 2026. Interested contractors are encouraged to provide updated responses to requests for information that will be posted on SAM.gov, as this feedback will inform the updated acquisition plan and solicitation development. While the primary IDaC contract award is anticipated for September 2026 or later, the Army Corps of Engineers will continue to compete and award separate contracts for early services and smaller construction features during this preparation period. There are no specific eligibility restrictions noted; however, contractors should possess qualifications appropriate for large-scale hospital construction and healthcare facility development projects.

PROJECT UPDATE: SOLICITATION #W912DQ24R4013 now W912DQ26RA030, REPLACE BED TOWER, CLINICAL EXPANSION & PARKING GARAGE, JOHN COCHRAN DIVISION, ST. LOUIS, MO (John J. Cochran Veteran’s Hospital)

Good morning contractors.  In our March 2024, update, we shared the project status and our decision to delay issuing the Request for Proposal due to lack of funding in FY24. We are pleased to announce that the FY26 MILCON-VA Appropriation has now been passed, and full funding has been provided for the project.

Preparations are underway to move forward with this acquisition. Our current schedule indicates issuing a draft solicitation in March/April 2026, where we will solicit feedback and hold face to face meetings.  We will continue to provide iterative updates on any schedule changes or as information becomes available to communicate a reliable timeline on the solicitation of the IDaC contract and avoid unnecessary requests for information. The earliest we anticipate the solicitation being advertised is September 2026.

The project’s Market Research, Sources Sought, and Labor Market Survey (PLA information) needs to be updated.  Requests for industry feedback and information will be posted soon on SAM.gov.  Your feedback and updated responses are appreciated.  The content of your response will be used in the updated acquisition plan and solicitation.

USACE will continue to compete and award contracts for the early services and smaller construction features. Detailed updates and procurement schedules will be shared as we learn more over the next few months.
