About this opportunity
The U.S. Army Corps of Engineers Kansas City District is soliciting industry input on the potential use of a Project Labor Agreement (PLA) for the construction of a B-21 Radio Frequency (RF) Hangar at Whiteman Air Force Base in Missouri. This pre-solicitation notice seeks feedback from the construction community regarding the implementation of a PLA for this large-scale construction project. Potential contractors and industry stakeholders are required to complete and submit a detailed Sources Sought Questionnaire that addresses nine key areas of concern, including local labor market conditions, project impacts, cost implications, and small business participation. The government is particularly interested in understanding contractor willingness to bid under PLA requirements and obtaining updated industry perspectives, as previous PLA-required projects in the area were unsuccessful. Responses to the questionnaire must be submitted by November 25, 2025, providing the construction community with a twelve-day window to provide their input to inform the government's decision-making process.
This procurement is not designated as a set-aside for small businesses or any other category. The construction project is valued between $50,000,000 and $100,000,000, representing a significant federal investment in military infrastructure. No incumbent contractors or current contract holders are identified in this pre-solicitation notice, as the government is in the early stages of gathering industry feedback prior to formal solicitation. The project falls under NAICS code 236220 (Commercial and Institutional Building Construction) and PSC code Y1BZ (Construction of Other Airfield Structures). The Corps of Engineers is conducting this sources sought process to ensure they have comprehensive industry perspectives before making final decisions on the PLA requirement for this substantial airfield construction project.
