About this opportunity
The U.S. Marine Corps Program Manager Wargaming Capability (PM WGC) is seeking advanced wargaming software solutions and tools to support the General Robert B. Neller Center for Wargaming and Analysis in Quantico, Virginia. The software must provide end-to-end wargaming workflow capabilities (plan, design, execute, capture data, analyze, report) deployable in a secure Azure cloud environment, covering all levels of war (Strategic, Operational, Tactical), warfighting domains (Land, Air, Sea, Space, Cyber), and warfighting functions (Maneuver, Fires, Intel, Force Protection, Logistics, Command and Control, Information). Key requirements include a modular, open architecture supporting incremental and agile development methodologies, extensive simulation domain technical depth across warfighting functions, integration capabilities with third-party models and government-owned systems, and AI/ML integration potential. Vendors must submit 20-page executive summaries addressing 25 specific information requirements, including company background, technical approach, past performance, data collection methodology, verification and validation experience, security clearance capabilities, small business subcontracting opportunities, and rough order of magnitude cost and schedule estimates. The original RFI response deadline was January 30, 2026; however, the most recent amendment dated April 27, 2026 indicates that PM WGC plans to conduct a prize challenge later in 2026 and will announce all future solicitations and information on SAM.gov, with the pre-solicitation notice due date of May 11, 2026 serving as a reference point for industry engagement.
This is a market research effort and pre-solicitation notice only, not a formal solicitation for proposals, and therefore does not constitute a commitment to award or obligation for government costs. No set-aside designations have been applied to this opportunity. No incumbent contractors or current awardees are identified in the available documentation. Award values and specific budget ranges are not disclosed in the pre-solicitation materials; vendors are only asked to provide rough order of magnitude cost and schedule estimates in their responses. The NAICS code applicable to this procurement is 541512 (Custom Computer Programming Services), and vendors must identify their applicable contract vehicles, CAGE codes, SAM UEI numbers, and business size classifications in their submissions. The government has indicated plans for a prize challenge and future industry engagement events, with SAM.gov serving as the official platform for all subsequent solicitation announcements.

The U.S. Marine Corps (USMC) Program Manager Wargaming Capability (PM WGC) is responsible for developing and fielding an advanced suite of software tools and simulations to the General Robert B. Neller Center for Wargaming and Analysis in Quantico, VA. The intended use cases for the software include Concept Development, Capability Development, and Operational Plan Assessment. The wargames considered are comprehensive across all levels of war (Strategic, Operational, Tactical), all warfighting domains (Land, Air, Sea, Space, Cyber), and all warfighting functions (Maneuver, Fires, Intel, Force Protection, Logistics, Command and Control, Information). The collective software requirements are applicable to all levels of war, with commensurate adjustments to the resolution of models and associated metrics.
PM WGC is seeking software solutions that leverage an incremental and agile approach to developing a wargaming software capability. The initial capability sought is a wargaming system capable of running the end-to-end wargaming workflow (plan, design, execute, capture data, analyze, report) in a secure Azure cloud environment. The emphasis is on providing all the required end-to-end functions for the wargaming software with as much simulation domain technical depth as possible across warfighting domains, levels of war, and warfighting functions. It must be built with a modular, open architecture to support future agile and incremental expansion and enhancement to build out the missing capabilities of the initial product.
