2. Background
The U.S. Marine Corps (USMC) Program Manager Wargaming Capability (PM WGC) is responsible for developing and fielding an advanced suite of software tools and simulations to the General Robert B. Neller Center for Wargaming and Analysis in Quantico, VA. The intended use cases for the software include Concept Development, Capability Development, and
Operational Plan Assessment. The wargames considered are comprehensive across all levels of war (Strategic, Operational, Tactical), all warfighting domains (Land, Air, Sea, Space, Cyber), and all warfighting functions (Maneuver, Fires, Intel, Force Protection, Logistics, Command and
Control, Information). The collective software requirements are applicable to all levels of war, with commensurate adjustments to the resolution of models and associated metrics.
3. Software Requirements
PM WGC is seeking software solutions that leverage an incremental and agile approach to developing a wargaming software capability. The initial capability sought is a wargaming system capable of running the end-to-end wargaming workflow (plan, design, execute, capture data, analyze, report) in a secure Azure cloud environment. The emphasis is on providing all the required end-to-end functions for the wargaming software with as much simulation domain technical depth as possible across warfighting domains, levels of war, and warfighting functions.
It must be built with a modular, open architecture to support future agile and incremental expansion and enhancement to build out the missing capabilities of the initial product.
4. Planned Engagements with Industry
PM WGC will provide an update to industry during the 2025 Interservice/Industry Training, Simulation and Education Conference (I/ITSEC) in Orlando, FL. The briefing will be held on
Wednesday, 3 December 1530 – 1630, in the USMC Conf Rm 230D. This event will provide the opportunity for interested vendors to learn more about PM WGC’s strategy and plans, as well as for vendors to ask questions to better understand the intent and/or offer suggestions to make the collaboration with industry partners more effective.
Additionally, in 2026 PM WGC plans to conduct a prize challenge to further explore wargaming solutions.
5. Requested Information:
Respondents who are interested are requested to provide their information through an executive summary that identifies their ability to provide the requirements above in Section 3 described in incremental phases and with an agile approach. In addition, the information requested in 6.0 below shall be addressed in the response.
6. Responses:
Vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this RFI via an electronic submission of an executive summary not more than 20 pages in length when printed on 8 ½ x 11 in paper using
12-point font and single spaced. All electronic documents must be in either Microsoft Word
2007 or later format (.docx) or Adobe Portable Document Format (.pdf).
All responses must include the following information:
1. Name and address of applicant/company (Corporate/Principal Office).
2. Name, telephone number, fax number, and e-mail address of point of contact.
3. General Service Administration (GSA) contract number (if applicable).
4. Seaport NxG contract number (if applicable).
5. Available contract vehicles with appropriate ceiling and scope.
6. CAGE Code and SAM UEI Number.
7. Business Size and suggested NAICS code for this requirement.
8. Detail on the company’s capabilities relevant to this RFI, and relevant past performance.
9. Detail how the requirements outlined in Section 3 - Requirements will be addressed by an existing wargaming solution and the technical approach to add other capabilities such as warfighting domains, levels of war, and warfighting functions in an agile methodology.
10. Provide recommendations as to how the Government will execute integration of software developed under such an effort with third party models developed under separate efforts.
11. Describe your ability to integrate with third-party commercial or government-owned models and tools through open standards (e.g., High Level Architecture (HLA), Distributed Interactive Simulation (DIS), Representational State Transfer (REST), etc.).
Provide examples demonstrating federation of authoritative models across domains and how your solution avoids proprietary solution dependency.
12. Provide a description of how your solution separates core functionality from vendor-developed plug-ins. For example, identify service boundaries, Application Programming
Interfaces (APIs), and data interfaces that allow your components to integrate with a non-proprietary baseline without requiring a monolithic proprietary architecture.
13. Explain how the wargaming software supports qualitative and quantitative data collection and analysis throughout the process, with emphasis on the wargame execution phase.
14. Describe how your architecture exposes simulation state, adjudication logic, and telemetry through APIs for AI/ML integration (e.g., reinforcement learning, automated scenario generation, agent-based behaviors). Provide examples of machine-readable interfaces and data schemas.
15. Describe how your solution may integrate with government-owned components and ongoing efforts (e.g., federated simulation architectures, GOTS adjudication engines, data fabrics, or model libraries). Include any prior experience integrating with GOTS/COTS modeling environments.

22. Identify whether your software product is commercial in accordance with the definitions in FAR 2.101. In addition, your response must address DFARS PGI 212.102(a).
23. Data Right Assertions: The government anticipates that the source for the development of all the technical data, training material and software deliverables, including all components of same, would be Government funding under a contract effort, with the result that the Government will receive unlimited rights in all such deliverables. If this assumption is incorrect, please identify every deliverable or every component of every deliverable, that will be delivered with a restriction on the Government’s rights; for this
RFI, please follow the procedure and format for Assertions of Restrictions in DFARS
252.227-7017, which the government will consider to be a notional Assertion. Indicate in this notional Assertion any uncertain entries, and the basis of that uncertainty, that might change in a formal Assertion if a contract were awarded to the respondent. For any material that is pre-existing and would come from your company, or from a third party, or from the Government, identify that material and confirm that it can be delivered with a copyright release that will allow the government to make all copies or derivative works that it might find necessary. For any software deliverable or deliverable component, identify any portions of software that come from existing commercial software or from open source software, and list the respective software license(s) that pertains.
24. Rough order of magnitude (ROM) cost and schedule estimates to (a) develop, (b) integrate, and (c) test each software requirement for which your company asserts capability, including a statement of assumptions and limitations.
