Please see Amendment 0003 to W15QKN-14-R-0006 posted today that includes the revised Sample Task, Attachment 0007.
The Government is not accepting additional questions at this point, however all questions received prior to 15 October 2014, 12:00 PM EST are now addressed and posted to the ASFI website. Please continue to monitor FBO.gov and the ASFI website for any additional updates.

31 October 2014 update to the Program and Systems Support (PASS) Solicitation.
Please see Amendment 0002 to W15QKN-14-R-0006 posted today that includes several revisions. Among other revisions, the proposal due date is HEREBY REVISED FROM 6 NOVEMBER 2014, 12:00 PM Eastern Standard Time (EST) to 20 November 2014, 12:00 PM EST. Posted with Amendment 0002 are the revised Attachments 0008 and 0009. The revised Sample Task, Attachment 0007, is NOT included in Amendment 0002, but will be released with Amendment 0003 shortly.
The Government is not accepting additional questions at this point, however all questions received prior to 15 October 2014, 12:00 PM EST will be addressed and posted to the ASFI website. Please continue to monitor FBO.gov and the ASFI website for all updates.

Please see Amendment 0001 to W15QKN-14-R-0006 posted today that includes several revisions. Posted with Amendment 0001 are the revised Attachments 0001, 0002, 0004, 0009 and the revised Exhibit A. The Government is not accepting additional questions at this point, however all questions received prior to 15 October 2014, 12:00 PM EST will be addressed and posted to the ASFI website.
Please note, based on industry questions received, the Government is anticipating the release of Amendment 0002 which will include minor revisions to the Sample Task, Attachment 0007 and a short extension to the proposal due date. The details of which will be released shortly. Please continue to monitor FBO.gov and the ASFI website for all updates.

8 October 2014 update to the Program and System Support (PASS) Solicitation:
Please note that the Government WILL NOT ACCEPT any questions in regards to the PASS Solicitation (W15QKN-14-R-0006) AFTER 15 October 2014, 12:00 PM EST. Even though the ASFI system is automatically setup to receive questions through 30 October 2014 and the Response Date listed on the notice may show a different date, no questions/concerns/comments will be accepted on the PASS Solicitation after 15 October 2014, 12:00 PM EST. Any issues that were identified during the Question and Answer process that require an amendment to the PASS Solicitation, will be done so after the Question and Answer process is complete. The Amendment and any revised documentation will also be posted to this site. This update does not affect the proposal submission deadline stated in the Solicitation.
Please refer to the Questions and Answers posted to date on the PASS Solicitation as they may address many concerns. If not, please feel free to post questions/concerns/comments on the PASS Solicitation up to 15 October 2014, 12:00 PM EST.

Questions may only be addressed through ASFI. Also, please reference the questions and answers posted on the Draft Solicitation (Special Notice) posted under the same Solicitation number for concerns that have already been addressed prior to submitting a question on the Solicitation.

The Army Contracting Command - New Jersey (ACC-NJ) located at Fort Dix, NJ 08640, on behalf of the Naval Air Systems Command (NAVAIR) Corporate Business Office (CBO), intends to solicit and award a five year Indefinite Delivery Indefinite Quantity (IDIQ) suite of multiple award contracts (MACs) for Program and Systems Support (PASS) support services on a Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) and/or Cost-Reimbursement - No Fee (CR-No Fee) basis. The North American Industry Classification Systems (NAICS) code 541330 has been assigned to this acquisition, which applies a $38.5 million size standard for small businesses. The total maximum dollar value (Program Ceiling) for all Task Orders placed under these contracts is $495,737,307.91. The period of performance for the PASS MACs will consist of one base year and four-twelve month ordering periods. This acquisition will support the Department of Defense and its partners, the United States Coast Guard (USCG) and the National Aeronautics and Space Administration (NASA) in the areas of Project, Program and Portfolio (PPP) Management; Business, Cost Estimating and Financial Management; Life Cycle Logistics (Integrated Product Support); Systems Engineering; Business Improvement; Business Analytics; Modeling and Simulation Management; Test and Evaluation; Information Technology; Facilitation, Education and Training, and Technical Editor, Writing and Illustration; and Physical Security Operations. PASS support services will be provided throughout the Continental United States (CONUS) and outside the Continental United States (OCONUS). PASS support services will also encompass Foreign Military Sales (FMS) which will be identified on an individual Task Order basis. This acquisition will provide for the award of approximately ten IDIQ contracts. This requirement will be met through full and open competitive procedures utilizing the best value tradeoff process in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15. Award(s) will be made to the best overall proposal(s) that is determined to be the most beneficial to the Government. Specific requirements of performance, delivery, location, etc. will be provided on a Task Order basis. Any interested offerors should monitor www.fbo.gov and reference proposed Solicitation number W15QKN-14-R-0006 for any updates to this procurement. All responsible sources may submit a proposal which shall be considered.
