About this opportunity

Army Contracting Command at Aberdeen Proving Ground anticipates issuing a solicitation for a Profilometer Terrain Measurement System, a women-owned small business (WOSB) set-aside closing April 20, 2026, under solicitation W91CRB-26-R-A015 (NAICS 334519, size standard 1,250 employees).

The system comprises a rugged off-road capable prime mover and integrated data collection hardware and software—including micro-terrain measurement (scanning) instrumentation, Inertial Navigation System with high-grade IMU and differential GPS, and post-processing software. Contractor must traverse approximately 64 kilometers of automotive test courses across 1,320 hectares at Aberdeen Test Center and collect terrain measurements to verify courses meet roughness specifications. The prime mover must be a naturally aspirated gasoline-powered consumer vehicle with 4WD, locking transfer case, low range, and front/rear locking differentials, capable of a 25-degree breakover angle (objective: >26 degrees) and 27-degree approach/departure angles (objective: >30 degrees). Scanning instrumentation must record continuously for at least four hours (objective: >5 hours), detect small features with 1-millimeter precision at speeds down to 10 miles per hour, and detect larger features with 10-millimeter precision. Software must merge INS and scanning data, process results within 24 hours (objective: 10 hours), and export data in non-proprietary formats.

Place of performance is Aberdeen Test Center, Building 358, 6850 Lanyard Road, Aberdeen Proving Ground, Maryland. Delivery is required 365 calendar days from award on an FOB destination basis. Award is firm fixed-price on a best-value basis, with technical factors significantly more important than price. Technical and past performance proposals are capped at 50 and 25 pages respectively. ATC has a need for a highly mobile off-road test course and terrian measurement system. The system will consist of a prime mover and data collection hardware and software.
