About this opportunity
The Transportation Security Administration intends to award a sole-source bridge Blanket Purchase Agreement to Global Systems Technologies, Inc. for continued Professional Engineering & Logistics Support Services under GSA Multiple Award Schedule authority, with an estimated value of $475,000 and a period of performance from May 19, 2026 through November 18, 2026.
The justification rests on economy and efficiency as a logical follow-on to the previously competitively awarded FSS contract (Base BPA 70T05021A7672N001), combined with insufficient time to conduct a new competitive procurement before the May 18, 2026 expiration date. Three federal government shutdowns in FY2026 caused funding gaps and delays in procurement preparation. The bridge BPA extends the ordering period to maximize TSA's ability to issue new orders and modifications while preparing transition to the GSA OASIS+ contract vehicle.
GST has provided TSA Security Capabilities with system design, engineering, and integrated logistics support since the original award on May 19, 2021. Services include managing and reviewing airport design packages, updating Planning Guidelines and Design Standards, developing Checked Baggage Inspection System designs, reviewing Requests for Variance, performing modeling and simulation, providing human factors technical support, and managing configuration and technical knowledge development. The contract is structured as Firm Fixed-Price with Cost Reimbursable CLINs for Other Direct Costs. No funds are obligated under the BPA; funds obligate at the task order level. Future task orders will be awarded under GSA OASIS+ upon expiration of the bridge BPA.
