The National Park Service Northeast Region seeks professional arborist services for tree maintenance at Saint-Gaudens National Historical Park in Cornish, New Hampshire, with quotations due June 25, 2026 at 10:00 AM ET. This is a Total Small Business Set-Aside procurement under NAICS 561730 (Landscaping Services) with a $9.5 million size standard.
Place of performance is 139 St Gaudens Road, Cornish, New Hampshire, and the Blow-Me-Down Farm Unit approximately one mile north. The contract is Firm-Fixed-Price with performance from July 1, 2026 through December 4, 2026.
Work scope includes tree fertilization using deep-tine injection with mycorrhizal fungi solution; removal and in-kind replacement of three Lombardy Poplars; stump grinding and replacement of a White Birch; pruning of multiple trees to remove dead, dying, diseased, interfering, and weakly attached branches one inch or greater in diameter; planting of Dutch Elm Disease-resistant American Elm cultivars; and removal of dead or declining trees. All replacement trees must meet a minimum 10-foot height requirement. Contractor must furnish all equipment, personnel, and materials. An ISA-certified arborist must direct work, with a crew supervisor present at all times. Operations are Monday through Friday, 7:00 AM to 3:30 PM, excluding Federal holidays. Tree removal of mature trees is prohibited April 1 to October 30 due to endangered bat species protection. All work must comply with ANSI Z133.1-2000 safety standards and OSHA requirements. Contractor must provide a two-year plant warranty beginning at substantial completion.
Evaluation criteria are Technical Capability (minimum five years arboricultural experience and current ISA Certified Arborist certification), Past Performance (three references from similar projects within five years), and Price. Award goes to the lowest-priced technically acceptable offeror. A pre-bid site visit is scheduled June 16 at 1:00 PM, with questions due June 18. Service Contract Act prevailing wage rates apply.
