<p> Pursuant to FAR 13.106-1(b)(i), AFSC/PZIEC intends to award a firm fixed price (FFP) purchase order on a sole source basis to LSI Business Development Inc, 1530 N. Layton, Layton, UT 84041, for highly specialized Consulting Services performed by subject matter experts (SMEs) with extensive Senior Executive Service (SES)/General Officer (GO) level expertise, experience, and knowledge regarding AFSC processes and operations. This requirement is a Small Business Set-Aside under NAICS 541618. Subject effort constitutes a Phase III follow-on requirement.</p>
<p> In June 2012, as part of a reorganization effort undertaken by Headquarters Air Force Material Command (HQ AFMC), the Air Force Sustainment Center (AFSC) was established with the intent of integrating the planning and execution of depot maintenance and supply chain management activities. In turn, AFSC created the Aerospace Sustainment Division (ASD) and Strategic Planning Unit (SPU) concurrent with AFSC activation in July 2012 with approval from both the Secretary of the Air Force (SEC/AF) and Congressional leaders. The ASD integrates cross-cutting activities between program management, depot maintenance, and supply chain management while SPU oversees strategic planning of base infrastructure and long-range business decisions.</p>
<p>The subject acquisition requires the contractor to 1) review AFSC progress thus far in terms of reorganization, and 2) utilizing highly specialized SME (SES/GO level) expertise, experience, and knowledge of AFSC processes and operations, indicate and document existing opportunities available for AFSC senior leaders to take advantage of in efforts to continue the center's evolution following reorganization in accordance with the guiding AFSC core philosophy "Art of the Possible." LSI performed Phases I and II of the ongoing consulting effort, and has on staff experts with SES/GO level expertise, experience, and knowledge required to successfully perform this effort and provide continuity across efforts. LSI is the only known entity with the expertise necessary to perform this effort and provide proper continuity from Phases I and II.</p>
