PERFORMANCE WORK STATEMENT (PWS)
FOR
AIR FORCE SUSTAINMENT CENTER
ASSESSMENT OF AIR FORCE SUSTAINMENT CENTER CORE PROCESS INSTITUTIONALIZATION, AEROSPACE SUSTAINMENT DIRECTORATE, AND STRATEGIC PLANNING UNIT MISSION PERFORMANCE

Section I/Description of Services.
1.1 Scope. The Contractor shall provide Advisory and Assistance Services (A&AS) to the Air Force Sustainment Center (AFSC) located on Tinker AFB (TAFB), OK. This requirement is a follow-on requirement to services previously performed under contract awards FA8100-12-M-0020, FA8100-12-M-0021, FA8100-12-M-0028, and FA8100-13-M-0001. In June 2012, Headquarters Air Force Materiel Command (HQ AFMC) reorganized from a twelve (12) Center construct to the current five (5) Center structure. The Air Force Sustainment Center (AFSC) was established with the intent of integrating the planning and execution of depot maintenance and supply chain management activities. AFSC is built upon the three pillars of People, Processes and Resources. To most efficiently and effectively perform these missions, AFSC identified, developed and refined a foundation based on core processes. AFSC created the Aerospace Sustainment Division (ASD) and Strategic Planning Unit (SPU) when the Center activated in July 2012. The ASD and SPU constructs were agreed to by the Secretary of the Air Force and Congressional leaders. The ASD exists to provide integration of cross-cutting activities between program management, depot maintenance, and supply chain management. The SPU’s purpose is to oversee the strategic planning of base infrastructure and long range business decisions. This task has two purposes: (1) to assess the institutionalization of AFSC core processes and proper safeguards to drive sustained performance across AFSC; and (2) to assess AFSC stand-up actions and current mission contributions of the ASDs and the SPUs.
1.2 Government Required Training. N/A
1.3 Contractor Personnel Administration.
1.3.1. The Contractor shall provide the name and phone numbers of the Contract Manager (CM)/Task Leader and any alternate(s) designated by the company, in writing, to the TAASC Program Office PCO, PM, and COR within two (2) days after contract award. The Contract Manager or alternate(s) shall be available to meet on the installation with Government personnel designated by the PCO to discuss and resolve problem areas. All Contractor personnel shall be able to read, write, speak, and understand English fluently.
All Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, all Contractor employees shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence, to include electronic mail (e-mail). All Contractor employees, while on-site, shall displays badges on outer clothing on the front of the body between the neck and waist so badges are visible at all times. All Contractor employees shall have proper identification credentials prior to entering TAFB, OK.
The Contractor shall provide an initial listing of all Contractor employees’ names and position titles/labor categories to the PCO prior to the contract Period of Performance start date. The Contractor shall also provide an updated listing of personnel to the PCO and COR when an employee’s status changes within ten (10) business days.
The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, or general well- being or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the Air Force (AF) if such employment would be contrary to the policies contained in AFI 64-106, AF Industrial Labor Relations Activities. The Contractor shall be prohibited from employing off-duty CORs who are surveying any contracts or subcontracts awarded to the Contractor.
All Contractor employees shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of Contractor employees in performance of this PWS shall be the responsibility and prerogative of the Contractor.
The Contractor shall refer to the current Government Contractor Relationship Guide and any future publications for additional information such as travel, awards, and gifts. This guide will be provided by the TAASC Program Office upon request.
1.3.2 Contractor personnel requiring access to TAFB, OK, must possess a Contractor Badge (Identification Credential/AFMC Form 387). Contractors requiring a Contractor Badge shall submit an AFMC Form 496, Application for AFMC Identification Card, to the TAASC Program Office PCO for approval. Once approved, the request shall be submitted to Pass and Registration, building 6611, located outside of the Air Depot gate, TAFB, OK. The Government will provide a completed Contractor Badge, Form 387, which shall be issued, displayed and surrendered in accordance with the Tinker Instruction (TI) 31-101(Entirety), Installation Security Program.
All Contractor Badges shall be returned to Pass and Registration, building 6611, located outside of the Air Depot gate, TAFB, OK. The Contractor shall provide the TAASC Program Office PCO, PM, and COR with copies of the turn-in receipts.
1.3.3. Emergency Procedures. Contractor employees shall follow the direction of Government employees in regards to emergency procedures, i.e. fire, tornado, active shooter, bomb threats when on TAFB, OK. It shall be the responsibility of the Contractor to provide guidance and establish procedures for responding to emergencies for their employees. The Contractor shall account for their Contractor employees following an emergency evacuation. Contractor employees, when on TAFB, OK, shall participate with Government personnel in all fire and tornado drills.
1.4 Security Requirements. N/A

1.5 Schedule.

1.6 Non-Disclosure Agreements (NDAs). The Contractor shall submit signed copies of the contractually provided Non-Disclosure Agreement (NDA) to the TAASC Program Office PCO, PM, and COR for all Contractor employees, direct and indirect, prior to each commencing work.

The Contractor shall review and be familiar with current written guidance from the United States Air Force (USAF), Air Force Materiel Command (AFMC), and Air Force Sustainment Center (AFSC), including the mission statements of the various training organizations. Copies of guidance will be provided by the Government COR upon request.

1.8 Location and Hours of Work. The Contractor shall perform services primarily off-site Monday through Friday (excluding federal holidays, Contractor employee(s) vacation and sick leave, and base closure dates to include furlough days). No overtime hours are authorized. Telecommuting is authorized.

Note: If the holiday falls on Sunday, it is observed on Monday. If the holiday falls on a Saturday, it is observed on Friday.
1.9 Travel. Travel is anticipated during the performance of this contract. Should travel be required, the estimated locations will be Tinker AFB OK, Hill AFB UT and Robins AFB GA. In the event travel is required, the Contractor shall electronically submit Travel Requests to the Government COR (AFSC/LGAB) (CDRL A001).
1.9.1 Passports and Visa Requirements. N/A
1.10 Essential Services: Continuation of Essential Department of Defense (DoD) Contractor Services during Crisis: This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DFARS 252.237-7023 and Department of Defense Instruction (DODI) 1100.22, Policy and Procedures for Determining Workforce Mix.
1.11 Quality Assurance. The Government will evaluate the Contractor’s performance under this contract according to the contract inspection clause. COR personnel are representatives of the TAASC PCO and will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the TAASC PCO. All services to be performed by the Contractor during the period of this contract will be subject to review by the TAASC Program Office PCO, PM, and COR.
The Contractor shall provide a written response addressing the root cause, corrective action and preventive action(s) for all surveillance issues. The Contractor shall be provided two (2) business days to answer any surveillance issue(s) documented via email, or by a Corrective Action Report (CAR), Performance Action Report (PAR) or Customer Complaint Form.
1.12 Quality Control Plan. N/A
1.13 Data Requirements. The Contractor shall electronically provide the following Contract Data Requirements Lists (CDRL) to the COR:

1.14 Contractor Requirements.
Each Contractor employee shall have the following education or experience requirements: PhD in Business, Organizational Behavior, or a related field; or no less than twenty (20) years of relevant Government or industry experience.
1.14.1 Study Overview. The Contractor shall provide assistance with the following: (1) to assess the institutionalization of AFSC core processes and proper safeguards to drive sustained performance across AFSC; and (2) to assess AFSC stand-up actions and current mission contributions of the Aerospace Sustainment Directorates (ASDs) and the Strategic Planning Units (SPUs). The Contractor shall review current written guidance referenced in PWS paragraph 1.7, Applicable Documents.
1.14.2 Points of Contact. The Contractor shall work with designated AFSC/LG employees, names to be provided by the Government COR, to acquire organic data for research/analysis.
1.14.3 Opportunities to optimize the ASFC Way. Resulting from the reorganization of AFMC, the Air Force Sustainment Center (AFSC) was tasked to generate air power for America through execution of depot maintenance and supply chain missions. The AFSC Commander established a goal of reaching “Art of the Possible” results and designed a common business operations model known as the AFSC Way. This business model is based upon a systems driven model to synergistically increase effectiveness of operations while concurrently driving down costs of sustainment. This system starts with a common leadership model which acts as a lens to focus all other components comprising operations. Within the AFSC system the Logistics Directorate serves as the heartbeat of the enterprise and is tasked to coordinate, standardize, and establish strategic goals across the center. Adopting a “Continuous Process Improvement” paradigm execution of the AFSC mission entails employment of the scientific method to base improvements upon data driven analysis, the development of standard work processes, and metrics which define the “Road to…” goals as conveyed to the working level. The Execution Model (Radiator Chart) places the Leadership, Process, and Execution elements into one standard model to apply to all missions of AFSC. Lastly, a suite of performance measures have been instituted in order to cascade goals and results from the “Shop Floor to the Chief’s Door” while embracing transparency and accountability. To institutionalize these tenants a systematic training program was developed; starting with senior leadership and then cascading down through squadron levels in a series of roadshows. It is now the responsibility of leadership to drive the message to the lowest levels of the organization through education and a demonstration of commitment. To measure the transformation of AFSC a “Game-Plan Maturity Matrix” was created to act as a common yardstick to measure organizational progress towards achieving art of the possible results. Focus on an unrelenting philosophy that continuous process improvement is crucial to obtaining and maintaining art of the possible results, this task requires identification of opportunities to ensure sustainment of the AFSC Way and its drive towards Art of Possible (AoP) results.
1.14.4 Assessment of AFSC Stand-Up Actions. The purpose of this assessment shall be to study AFSC stand-up actions associated with the creation of the new Aerospace Sustainment Directorates (ASDs) and the Strategic Planning Units (SPUs). This assessment shall review the directing guidance, the implementation and evolution these organizations, and their current contributions to AFSC mission accomplishment. This task shall make recommendations on any future changes to the ASDs and SPUs based on improving AFSC’s efficiency and effectiveness in performing its missions.
1.14.5 Study Findings and Final Report. The Contractor shall provide a verbal Interim Findings presentation (CDRL A002) thirty (30) days after the Period of Performance begins which shall be presented to AFSC/CC, a verbal Final Findings presentation (CDRL A003) sixty (60) days after the Period of Performance begins which shall be presented to AFSC/CC, and a written Report of Findings (CDRL A004) seventy-five (75) days after the Period of Performance begins. All presentations and the report shall summarize findings of PWS section 1.14 and all sub paragraphs.
Section II/Performance Assessment.
The Contractor shall be aware that the absence of any contract requirement from the Service Summary (SS) below does not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. Section III-Government Furnished Property (GFP) and Services. 011315.
3.1. Government Furnished Property is not applicable to the performance of this contract in accordance with (IAW) FAR Parts 45 and 52.245 plus supplements.
3.2. Shared Property of the Government (As Is Condition). IAW Government procedures, the Contractor is authorized to share Property of the Government (on-base only), without cost, with Government personnel at TAFB, OK, for the duration of this contract and only as needed for the performance of this contract. The Government retains title to all Shared Property of the Government, until the Government properly disposes of this property as authorized by law and regulation. The Government will maintain accountability (property records) for Government reporting requirements. The Contractor shall ensure this property is secured at the close of each workday.
This Shared Property of the Government is not considered Government Furnished Property (GFP) requiring property administration IAW FAR Parts 45 and 52.245 plus supplements. However, this Shared Property of the Government will be administered IAW the provisions of this PWS and FAR 52.237-2, Protection of Government Buildings, Equipment, And Vegetation. The Contractor shall comply with the contract terms and conditions and this PWS.
During the contract, contract completion, and/or termination, the Contractor shall return all Shared Property of the Government to the Government COR.
3.3. Government Furnished Services are applicable during the performance of this contract. The Government will furnish the following services at Tinker AFB (TAFB), OK:
3.3.1. Security Forces. The Government will provide general on-base security forces’ service. The security forces’ telephone numbers are 911 for emergencies, 405-734-2000 for crimes in progress and 405-734-3737 for non-emergency calls.
NOTE: The off-base 911 center receives 911 cell phone calls. Cell phone callers need to advise the 911 off-base center they are on TAFB in order to be connected with the on-base 911 center.
3.3.2. Fire Emergency and Routine Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the TAFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters call 405-734-3981 or 405-734-3982 and 405-734-7964 for after hours and weekends. For routine calls to dispatch call 405-734-7964.
3.3.3. Utilities. The Government will provide utility services. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
3.3.4. Postal Distribution. The Government will provide on-base mail distribution, United States Postal Service (USPS) and United Parcel Service (UPS) distribution only for official Government mail required under terms of this contract.
3.3.5. Telephone. The Government will provide telephone service consisting of the following Classes of Service. The Contractor shall ensure that the Government provided telephone usage is limited to only official Government business related to the performance of this contract. The Contractor shall furnish their own telephone service provided by local commercial carrier for their use in matters other than official Government business.

3.3.6. Custodial Services. The Government will provide custodial services limited to the extent provided in the Base Custodial Contract(s) for the Government provided facilities.
3.3.7. Real Property Maintenance/Repair. The Government will provide maintenance and repair of Real Property in accordance with and compliance with Government procedures. The Contractor shall submit written requests to the Government Contracting Officer Representative (COR) for Real Property maintenance and repairs.
3.3.8. On-Base Transportation. The Government will provide on-base bus service accessible by Contractor personnel subject to the installation’s established schedules, routes, and policies. This mode of transportation is not suitable for transporting anything other than personnel.
3.4 Intangible Government Property (Patents, Data, Copyrights, Software, etc.)
Intangible Government Property is not covered by FAR Part 45 plus supplements, but is covered by FAR Part 27 and DFARS 227 plus supplements.
When applicable and in accordance with Government procedures, the Government will furnish, without cost, Intangible Government Property to the Contractor. All Intangible Government Property shall remain at all times sole property of the U.S. Government. All Intangible Government Property used, input, processed, acquired, modified, developed, and/or generated by the Contractor in support of this contract, in any media, shall remain at all times sole property of the U.S. Government and shall have no license encumbrances except as designated by the Air Force.
The Contractor may not use or disclose any Intangible Government Property for any purpose or in any manner not specifically authorized or required by the contract and this PWS.
The Contractor shall ensure all Intangible Government Property is secured at the close of each workday. The Contractor shall use reasonable care to avoid losing and/or damaging Intangible Government Property. If the Contractor’s failure to use reasonable care causes loss and/or damage to Intangible Government Property, the Contractor shall be liable for the cost to replace the Intangible Government Property, which may be deducted from the contract price.
The Contractor shall use, input, process, maintain, and return all Intangible Government Property in the English language, readable and in a readily retrievable format, which requires no additional software or tools to read and retrieve beyond those already installed on the affected U.S. Government computers.
During contract performance, contract completion, and/or termination, the Contractor shall return all Intangible Government Property to the Government COR. The Contractor shall comply with the applicable contract clauses and this PWS.
3.5. Contractor Acquired Property (CAP) or Fabrication. Not Applicable.
Section IV/Government Requirements.
4.1 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and Occupational Safety and Health Administration (OSHA). The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
4.2 Housekeeping. The Contractor, if performing work on-site, shall keep the work areas clean in accordance with Industry Standards, OSHA, fire and safety standards.
4.3 Vehicle Operation on TAFB/Privately Owned Motor Vehicles (POV). Contractor personnel shall comply with the directives pertaining to operation of POVs on TAFB, OK per AFI 31-204 (in its entirety), Motor Vehicle Traffic Supervision.
4.4 Foreign Nationals. The Contractor shall notify the COR before sending a Foreign National representative to perform services. Special rules apply for Foreign National(s) visiting a US Government facility. Under no circumstances will Foreign Contractors be allowed on base, for any reason, without first being cleared and approved by the Foreign Disclosure Office, OC-ALC/XPO, (405) 733-5029.
4.5 Health and Safety on Government Installations. If performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations regarding occupational safety and health. The Contractor shall notify the COR of any injuries that occur to Contractor personnel while on the installation.
4.6 Voluntary Protection Plan (VPP). N/A

Contractor Manpower Reporting (CMR)
Contractor Full-Time Equivalent Reporting: The Contractor shall report ALL Contractor labor hours (including Subcontractor labor hours) required for performance of services provided under this contract for the A&AS requirements via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the PoP for each Government Fiscal Year (FY), which runs 01 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk
