About this opportunity
The United States Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is conducting market research to identify sources for the production of Joint Direct Attack Munition (JDAM) Guidance Kits, Laser Sensor Kits, JDAM Components, technical services, and logistics support for the USAF, U.S. Navy, and Foreign Military Sales customers. Prospective contractors must demonstrate the capability to achieve full-rate production of all JDAM variants by February 2028 and must already possess access to and rights to use proprietary information including the JDAM Interface Control Document and JDAM Universal Armament Interface supplements. Interested parties must submit a capability statement of no more than twenty pages by 3:00 p.m. MST on February 4, 2026, to emily.pogue@us.af.mil, which should include cost estimates, projected timelines, company profile information (CAGE code and DUNS number), and a 10-year warranty cost projection. The government will not reimburse response costs and reserves the right to request Rough Order of Magnitude estimates for hypothetical quantities within two weeks of submission. The capability statements will serve as the primary evaluation mechanism to assess each respondent's technical and financial qualifications.
This procurement is not designated as a set-aside and is currently sole-sourced to The Boeing Company, the incumbent contractor with exclusive access to necessary data and manufacturing capabilities. The planned follow-on Indefinite Delivery/Indefinite Quantity (IDIQ) contract is expected to be awarded in February 2028 with an estimated total contract value of $8 billion over five years, representing an annual spend between $200 million and $1.5 billion. The procurement encompasses production of lots 33-37 of M-Code JDAM kits, lots 17-21 Laser Sensor JDAM kits, lots 8-12 JDAM-Extended Range kits, USAF Cockpit Programmable Height of Burst Sensor cable kits, and A5K BSU Kits, with complete delivery of all materials required by February 2033. Eligible contractors must be classified under NAICS Code 332993 (Ammunition Manufacturing) with a size standard of 1,500 employees. The government is open to considering competitive and/or total Small Business Set-Asides, including opportunities for Service-Disabled Veteran-Owned, HUBZone, and Women-Owned Small Business concerns, contingent upon the identification of viable alternative sources.
