About this file

This is a Sources Sought synopsis for market research purposes regarding the production of Joint Direct Attack Munition (JDAM) guidance kits and related components for the United States Air Force (USAF), Navy (USN), and foreign military sales (FMS) customers. The solicitation number is FA821324RB002. The government seeks to identify responsible sources for ammunition manufacturing under NAICS Code 332993, with a size standard of 1,500 employees, and is considering whether to designate the procurement as a competitive and/or total Small Business Set-Aside, including opportunities for Service-Disabled Veteran-Owned (SDVO), HUBZone, and Women-Owned Small Business (WOSB) concerns.

The planned acquisition encompasses production lots 33-37 of M-Code JDAM kits, lots 17-21 Laser Sensor JDAM (LJDAM) kits, lots 8-12 JDAM-Extended Range (JDAM-ER) kits, USAF Cockpit Programmable Height of Burst Sensor (C-HOBS) cable kits, A5K BSU Kits (BSU-699), and technical services and logistics support. The follow-on IDIQ contract is expected to be awarded in February 2028 with an estimated total value of $8 billion over five years, or between $200 million and $1.5 billion annually. The current sole-source incumbent is The Boeing Company, which exclusively possesses necessary data and manufacturing capabilities. Prospective alternate sources must submit a detailed capability statement of no more than twenty pages by 3:00 pm MST on February 4, 2026, to emily.pogue@us.af.mil, demonstrating the ability to achieve full-rate production of all JDAM variants by February 2028 with complete delivery of Lot 37 by February 2033. Submissions must include cost estimates, projected timelines, company profile information (CAGE code and DUNS number), and a 10-year warranty cost projection. Respondents must already possess access to and rights to use all proprietary information including the JDAM Interface Control Document (ICD) and JDAM Universal Armament Interface (UAI) supplements. The government will not reimburse costs associated with this response and reserves the right to request Rough Order of Magnitude (ROM) estimates for hypothetical quantities within two weeks of submission.

Introduction:

This is a Sources Sought Synopsis for market research purposes only and does not constitute a Request for Proposal (RFP), a Request for Quotation (RFQ), or an Invitation for Bid (IFB). The Government is not seeking proposals at this time and will not accept unsolicited proposals. Responding to this Sources Sought Synopsis is voluntary and the Government will not pay for any information or administrative costs incurred in response to this synopsis.

Description of Requirement:

1. The United States Government is conducting market research to identify responsible sources for ammunition manufacturing. The purpose of this research is to determine the best acquisition strategy for this procurement, including whether it can be designated as a competitive and/or a total Small Business Set-Aside.

a. NAICS Code: 332993 – Ammunition (except Small Arms) Manufacturing

b. Size Standard: 1,500 employees

c. Service-Disabled Veteran-Owned (SDVO), HUBZone, and Women-Owned Small Business (WOSB) concerns

2. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified North American Industry Classification System (NAICS) code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

Purpose of this Synopsis:

3. The purpose of this synopsis is to gain knowledge of potential qualified sources and to determine if alternate sources exist in support of providing JDAM guidance kits, Laser Sensor kits and spares for USAF, USN, and Foreign Partners under the Defense Security Cooperation Agency FMS customers. The information gathered will be used to determine the appropriate acquisition strategy for this procurement.

a. JDAM kits are "strap-on" guidance components that convert conventional 500, 1,000, 2,000, and 5,000-pound warheads into precision-guided weapons. These kits enable autonomous, all-weather delivery and include components containing Global Position System (GPS) receivers which are Military Code (M-Code).

b. LJDAM kits provide an enhanced guidance option that provides precision laser guidance capability for improved accuracy and enhanced reactive and mobile targeting capability to the standard JDAM weapon. LJDAM sensors will detect, acquire, and track the energy reflected from a laser designated target.

c. JDAM-ER is a guidance kit that transforms precision-guided “smart” munitions to its extended range capability, achieved through the addition of a modular wing kit. When deployed, these wings unfold, allowing the bomb to glide significantly further than a standard JDAM, with ranges typically reported around 70-72 kilometers (or about 43-45 nautical miles). This triples the range of combat-proven JDAM.

d. USAF C-HOBS to produce BLU-136 configuration wire harness kits and containers, PIN

70P860229-1001, and MK-82 configuration wire harness kits and containers, PIN 70P860214-1001, to support the USAF C-HOBS Program. These wire harness kits and containers are a >90% common design with the standard PLGS wire harness assembly used on LJDAM.

e. JDAM/A5K BSU Kit (BSU-699) is to support the production of ancillary components required to integrate the BLU-138/B Advanced 5K (A5K) warhead and KMU-556 JDAM Tail Kit Assembly (TKA) to form the GBU-72/B weapon system. These ancillary components are collectively referred to as the JDAM/A5K BSU Components.

4. The follow-on IDIQ is anticipated to consist of:

a. LOT 33-37 M-Code Application Specific Integrated Circuit (ASIC) JDAM kits

b. LOT 17-21 Laser Sensor JDAM (LJDAM) kits

c. LOT 8-12 JDAM – EXTENDED RANGE (JDAM-ER)

d. LOT 11 CHOBS

e. LOT 2 BSU-699

f. Technical Services and Logistics Support for USAF, Navy USN, and Foreign Partners under the Defense Security Cooperation Agency FMS Customers.

5. This contract is expected to be awarded in February 2028. It is anticipated that this acquisition will be 5 years of JDAM, LJDAM, JDAM-ER, CHOBS, BSU-699 requirements. The estimated contract value will be a total of $8B or between $200M and $1.5B annually.

6. The USAF is actively procuring under contract FA8213-24-D-B002 to meet mission requirements for USAF, USN and FMS Partners. The current contract is one of a succession of sole source contracts that stem from a competitively awarded contract under the Congressionally mandated Defense Acquisition Pilot Program to the following prime contractor:

The Boeing Company (formerly McDonnell Douglas Aerospace)

Boeing Defense, Space & Security

6200 JS McDonnell Blvd

Saint Louis, MO 63134-1939

7. The Boeing Company and its subcontractors exclusively possess the necessary data and capabilities to manufacture, repair, or modify JDAM/LJDAM guidance kits, software, and related components. Although the USG owns the JDAM System Specification (JSS) and general arrangement documents, it does not have the right to use or distribute the proprietary data required for the production or maintenance of JDAM systems. As a result, the USG cannot facilitate competition for future JDAM contracts and does not have the funding available to qualify for a second source. Therefore, any potential offerors must already have access to and the rights to use all proprietary information, including the JDAM Interface Control Document (ICD) and JDAM Universal Armament Interface (UAI) supplements. Any contractors interested in potential subcontracting opportunities related to this planned USG acquisition should contact The Boeing Company at the address listed above.

8. To be considered a potential alternate source to The Boeing Company, interested respondents must provide a detailed capability statement to the USG no later than 3:00 pm MST on 4 February 2026. Submissions must be emailed to Emily Pogue at emily.pogue@us.af.mil, and the USG reserves the right to disregard late responses. This request is for information and planning purposes only and does not constitute a request for proposal or a commitment by the USG; no costs associated with this response will be reimbursed.

9. The capability statement must be a report of no more than twenty single-sided, 8.5x11 inch pages with 1-inch margins and 12-point Times New Roman font (10-point for graphics). The document must notify the USAF of the intent to be recognized as a capable source for the JDAM Weapon System. It needs to provide evidence of the ability to become a qualified supplier and begin full-rate production of all JDAM variants by February 2028, with complete delivery of Lot 37 by February 2033. The submission must detail how the respondent will meet all requirements of the JDAM System Specification (JSS), including full integration with specified aircraft without requiring changes to their Operational Flight Programs (OFP) or mission planning environments.

This includes ensuring guidance kits interface with DSU-38, DSU-40, and DSU-42 laser sensors as well as JDAM-ER. Respondents must also explain how they will obtain access and rights to all necessary proprietary data.

10. Furthermore, the statement should outline all necessary manufacturing, test, and inspection facilities and personnel, and be open to government inspection. All qualification and testing costs must be factored into the production price, as USG will only fund the delivery of the kits. The response must include cost estimates, projected timelines, a company profile (including CAGE code and DUNS number), and a projection for the cost of a minimum 10-year warranty.

Rough Order of Magnitude (ROM):

11. Estimated unit prices following the submission of a compelling response, the USG may request a ROM estimate for unit prices. This request would pertain to a hypothetical Lot 33, which includes a quantity of 10,000 JDAM, LJDAM, JDAM-ER for each of the specified NSNs previously mentioned. These ROM unit prices must be submitted within two weeks of the USG request.

Technical Services and Logistics Support:

12. Technical services and logistics support are critical elements to this acquisition ensuring continued Operational Safety, Suitability and Effectiveness (OSS&E) of the weapon system pursuant to Air Force Policy Directive (AFPD) 63-1. It is anticipated that the scope of requirements could include, but are not limited to, simulation/modeling, weapon system spare parts configuration, warranty/non-warranty repairs actions, software maintenance and upgrades, assessments of environmental impacts (such as changes in GPS infrastructure), and studies and analysis related to current and future expansion of JDAM/system performance, etc.

13. The JSS, ICD, and UAI Supplements will be released pursuant to its corresponding Distribution

Statement and only by request contingent upon the interested party being registered with the Joint Certification Program (JCP) and providing a copy of a signed DD Form 2345 “Military Critical Technical Data Agreement.” If a DD2345 has not been completed, follow the instructions on https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/SpecificDD2345Instructions.aspx to complete a DD2345.
