About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking information from potential contractors for the production, installation, and sustainment of High-Altitude Electromagnetic Pulse (HEMP) hardened satellite communications terminals. Specifically, the Product Manager Wideband Enterprise Satellite Systems (PdM WESS) is interested in companies with expertise in producing large fixed, medium fixed, and transportable satellite communication earth terminals that can operate simultaneously in X and Ka bands. The Request for Information (RFI) requires interested companies to submit a white paper detailing their technical capabilities, with a focus on HEMP hardened terminals that meet specific military standards (MIL-STD 188-164C and MIL-STD 188-125). Respondents must provide company information, business type, and facility security clearance details, with a SECRET security clearance being a key requirement. The submission deadline is March 7, 2025, and responses should be sent via email to the contract specialist Renee J. Bayton and contracting officer Christopher Winfield.
This pre-solicitation notice does not have a specific set-aside designation and is open to all business types, including large businesses, small businesses, and various socio-economic categories. The anticipated period of performance is five years after contract award, with potential delivery times of up to two years for each delivery order. While no specific award value is mentioned, the procurement involves multiple classes of satellite communication terminals: a HEMP hardened large fixed terminal, a medium fixed terminal, and a transportable terminal. The terminals are intended for worldwide installation and must be compatible with the Wideband Global Satellite (WGS) constellation. Potential contractors are encouraged to provide detailed technical documentation, including brochures, photographs, and illustrations of their existing products that most closely match the required capabilities. The government emphasizes that this is an information-gathering exercise and does not guarantee a future solicitation or contract award.
